<br />CITY OF ROSEVILLE <br /> <br />RAMSEY COUNTY, MINNESOTA <br /> <br />IN RE: <br /> <br />Pawn America request for renewal <br />of its state license to operate <br />a currency exchange business <br />at 1715 North Rice Street <br /> <br />FINDINGS OF FACT <br />AND DECISION <br /> <br />On November 22, 1999, the Roseville City Council at its regularly scheduled meeting <br />considered the State of Minnesota license application of Pawn America to conduct a currency <br />exchange company at its business located at 1715 North Rice Street, Roseville, MN. The <br />application was considered as required by Minnesota Statutes ~53A.04 and in accordance <br />with City Code Chapter 108 and Council procedures adopted pursuant thereto. The applicant <br />was not present and the City Council heard testimony from all interested persons wishing to <br />speak at the meeting. <br /> <br />FINDINGS OF FACT <br /> <br />1. Pawn America is required by state law to obtain a license from the State of <br />Minnesota Commerce Department to operate a currency exchange business. <br /> <br />2. Minnesota Statutes ~ 53A.04 requires approval or denial of the application by the <br />City of Roseville following published notice and public testimony. <br /> <br />3. Roseville City Code Chapter 108 and procedures adopted by the City pursuant <br />thereto specify the manner of conducting public hearings. <br /> <br />4. Those adopted City procedures require the physical presence of the applicant or <br />their agent at the public hearing in order to allow the Council and the public an <br />opportunity to fully evaluate the application, the applicant, and the proposed use <br />and site. <br /> <br />5. Following published and mailed notice, the City of Roseville opened the hearing <br />on the proposed license at its October 25th meeting and continued the hearing to <br />its November 8th meeting due to the absence of the applicant or its representative. <br /> <br />-1- <br />
