<br />~ <br /> <br />REQUEST FOR PLANNING COMMISSION ACTION <br /> <br />DATE: 11/10/99 <br />ITEM NO: 7c <br /> <br />Department Approval: <br /> <br />Manager Approved: <br /> <br />Agenda Section: <br /> <br />Item Description: <br /> <br />Discussion <br />Preparation for Hearing and Adoption of Comprehensive Plan <br />Revisions <br /> <br />1.0 Background. <br />1.1 Each year in December and January the Roseville Planning Commission affirms the <br />Comprehensive Plan changes that have occurred during the previous year. (The <br />Comprehensive Plan was rewritten and adopted in September 1994). This year the <br />Planning Commission's Comprehensive Plan hearing is scheduled for December 8. <br />During the year all plan changes are approved by the Commission and Council. ost <br />(see examples below) are then sent to the Metropolitan Council for their review, <br />comment and approval. <br /> <br />1.2 In order to keep track of amendments to the Plan, the Commission has annually <br />scheduled the affirmation of the changes and inclusion of the changes on an <br />addenda sheet in the front of the Plan. The Commission and Council completed <br />the Plan affirmation stage in January of 1999 and then resubmitted the Plan for the <br />Metro Area Mandatory Plan Review by the Metropolitan Council. Staff has <br />received word from the Metropolitan Council staff that the review is being <br />completed and should be announced by the end of the year (1999). One change <br />required will be an amendment to the storm water/surface water management <br />section of the City Code. <br /> <br />1.3 In 1999 there were a number of changes including the following: <br /> <br />1. Charles Cabinets change from Residential to Business. <br />2. The annual Housing Program and Housing Policy update. <br />3. Interim Strategy to Reduce Non-Point Surface Water Pollution Management <br />Plan - to be reviewed and approved by the Metro Council memo by year- <br />end (added to the implementation section and the Plan by reference). <br />4. Comprehensive Plan Proposed Land Use Map - illustrating all future land use <br />designations based on City approvals to January 1, 2000, including a <br />spreadsheet breakdown of each designation by area and percent of total city <br />land area. <br />S. Zoning Map - illustrating all land use zoning designations based on City <br />approvals to January 1, 2000, including a spreadsheet breakdown of each <br />designation by area and percent of total city land area (Changes include <br /> <br />ComprehensIve Plan Amendment _ 11.10.99 <br />
