I PI <br />oseVI e HousIng mprovement an <br /> <br />1.0 Request for Council Action. <br />Approve, by motion, the Roseville Housing Improvement Plan for 2001, which outlines <br />guiding principles, housing policies, housing programs and the housing fund budget for <br />2001. The recommendation for the Housing Plan is the product of Vista 2000 goals and <br />policies, the City's Comprehensive Plan, and the Livable Communities Action Plan. The <br />Housing Plan is reviewed and revised by the City Council annually and becomes part of <br />the annual Comprehensive Plan update within the Implementation Strategies and <br />Housing Sections. <br /> <br />2.0 Background. <br />City Council approved the Housing Improvement Plan and Housing Policy for 2000 in <br />November of 1999 with the goal of reviewing the Housing Programs and Policies <br />annually to ensure that they are meeting the needs of the community. <br /> <br />3.0 NewIRevised Programs for 2001. <br />City staff has made minor revisions, which are underlined in the attached amended <br />Housing Plan for 2001. In addition, staff has provided a status report regarding activity <br />within each program. A summary of the housing activity will be presented to the <br />Council on January 8, 2001. <br /> <br />No new programs are proposed for 2001. Three of the four programs introduced in <br />2000, the Housing Resource Center, Renovation Loan Program and the Rehab Incentive <br />Program are recommended to continue (and expand) in 2001. The First Time <br />Homebuyer Training will no longer be funded by the City of Roseville since it is now <br />funded by Ramsey County. <br /> <br />In 2000, over $557,000 in state, county and city loans were issued and $27,832 in cash <br />rebates were provided to 61 Roseville residents. In addition, 254 residents were provided <br />with technical assistance through the Housing Resource Center of which 105 were <br />personal site visits by a construction manager. The work of the Housing Resource Center <br />has leveraged over $400,000 in residential improvement costs. <br /> <br />Also in 2000, there was over $4.5 million in value in residential remodeling projects <br />which is the highest in over 5 years and a 36 percent increase over 1999. <br /> <br />RCA - RHIP 01/08/01 - Page 1 of 2 <br />
