<br />CITY OF ROSEVILLE <br />COMMUNITY DEVELOPMENT DEPARTMENT <br />CONSULTANT SERVICES AGREEMENT <br /> <br />THIS IS AN AGREEMENT entered into the _ day of December, 1999 by and <br />between the City of Roseville, Minnesota, hereinafter referred to as the City, and the Greater <br />Minneapolis Metropolitan Housing Corporation (GMMHC), a non-profit corporation organized <br />and existing under the laws of the State of Minnesota, hereinafter referred to as the Consultant. <br /> <br />WITNESSETH: <br /> <br />WHEREAS, the City desires to hire the Consultant to render certain technical, <br />professional, and marketing assistance in connection with such undertakings of the City in regard <br />to implementation of programs under the Roseville Housing Improvement Plan to provide a <br />Technical Resource Center, Home Improvement Loans and a First Time Homebuyer Program for <br />Roseville residents, hereinafter referred to as "the Programs". <br /> <br />NOW THEREFORE, the parties hereto do mutually agree as follows: <br /> <br />I. Scope of Services. The Consultant shall provide all the necessary technical <br />rehabilitation advisory services, loan administration and fundraising for the Programs as outlined <br />in Attachment A of this agreement and summarized as follows: <br /> <br />A. Design and develop a one-stop HousingResource Center Program for the City of <br />Roseville from January 1 through March 31, 2000. <br /> <br />B. Beginning April I, 2000 provide all HousingResource Center services for the City of <br />Roseville residents out of its Northeast Minneapolis office with scheduled visits to <br />Roseville properties. These services include the following: <br /> <br />1) Provide building evaluations to residents <br />2) Provide information on city building code, permit requirements and process <br />3) Assist residents in preparing written scopes of work for renovation projects <br />4) Provide construction cost information to residents <br />5) Educate homeowners on the construction bid process <br />6) Evaluate bids and work completed to ensure quality and cost effective renovations <br />7) Monitor the construction process <br />8) Provide pre and post purchase counseling to residents. <br /> <br />C. Develop a "gap" financing program for renovation projects and administer loans <br />under the program. <br /> <br />D. Assist the city staff to secure additional funding needed to implement all program <br />elements. <br /> <br />II. Term. This agreement shall be effective upon the approval date of the City Council <br />and continue for one calendar year or until earlier terminated by either party upon a 30-day <br /> <br />1 <br />
