JUL-Z9-1999 11:48 CITY OF VAD~IS HGTS 612 429 8282 P.02/08~ - LmER OF UNDERSTANDING- UNITED STATES POST OFFICE CARRIER ANNEX SITE PLAN CONDITIONS ESTABLISHED BY THE CITY OF VADNAIS HEIGHTS INTENT AND PURPOSE OF AGREEMENT: The U.S. Postal SelVice is acquiring an existing building and adjacent vacant land to renovate for a carrier annex in the City. The U.S. Postal Service, is an "independent establishment of the Executive Branch of the Govemment of the United States." (39 V.S.C. Sect. 201.) The basis for all Postal Service activity is the constitutional mandate for Congress Mto establish post offices and post roads." The City recognizes the Postal Service has sovereign immunity with respect State and local building codes and regulations, which as a matter of law, do not apply to work inside the property lines of Postal Service-owned properties. LEGAL DESCRIPTION OF PROPERTY: Parcel 1: That part of the Northwest Quarter of Section 20, Township 30, Range 22, Ramsey County, Minnesota, lying northwesterly of the northwesterly right-of-way line of the Minneapolis-St Paul and Sault Ste. Marie Railway Company (now known as 500 line Railway Company) and lying southerly of the following described line: Beginning at a point on the west line of said Northwest Quarter, distant 2,213.23 feet south of the northwest corner thereof; thence easterly at right angles a distance of 438.00 feet; thence southeasterly, deflecting to the right 25 degrees 00 minutes 36 seconds a distance of 85.48 feet to said northwesterly right-of-way line and there terminating. Parcel 2: That part of the Northwest Quarter of Section 20, Township 3D, Range 22, Ramsey County, Minnesota, described as follows: Beginning at a point on the west line of said Northwest Quarter, Distant 2023.23 feet south of the northwest comer thereof; thence easterly at right angles a distance of 438.00 feet; thence westerly at right angles parallel with said west fine, a distance of 190.00 feet; thence westerly at right angles a distance of 438.00 feet to said west line; thence northerly, along said west line, a distance of 190,00 feet to the point of beginning. Together with an easement for driveway purposes over and across the north 14.00 feet of the west 390.00 feet of that part of the Northwest Quarter of Section 20, Township 30/ Range 22, Ramsey County, Minnesota, lying northwesterly of the northwesterly right-of.way line of the Minneapolis-Sl Paul and Sault Ste.
