The City Planner review and approve landscaping of the eight parking islands adjacent to the buildings (Target, grocery, minolf' anchor, etc.), conditioned that the amount and quality of landscaping on the parking islands meets the City's intent yet does not block the visibility of the stores and their signage to the extent it is detrimental to the respective stores' sales and success. The Developer shall provide and maintain an abundance of annual color in pots, planters and at entry points throughout the development on an annual basis. The initial and annual plan shall be reviewed and commented on by the City's Garden Group. The annual color along County Road E shall complement the City's boulevard plantings. A final lighting plan, to include the type, height and color lighting fixtures and poles, shall be approved by the City Planner, with stamped approved copies submitted to the City Clerk. lighting of .5 foot candle or less shall be contained within 5 - 7 feet from the westerly curb line of the development Any use of wall pack lighting shall also tatke into account neighboring residential concerns. The amount of fighting on the development, especially along the westerly side of the development,. shall be reduced daily to a minimum for safety and security after 11 :00 PM. The City Code Officer shall review and approve the lighting along the westerly edge of the development upon the completion of the buildings and berrn. The size of all overstory trees on site shall be, a minimum of 2-1/2" caliper, except for 4" trees in Article 11 A 1. . A final landscape plan shall be reviewed and approved by the City Planner. Stamped approved copies shall be given to the City Clerk and Developer. 3, 4. 5. 6. Article 12 The westerly "greenlberm area" is a very important part of this development as it, along with the 1 00' railroad right-of-way, provides a transition from single-family homes to this development. Therefore, the initial development and the continuous maintenance of this transition area are very important. The following shall be adhl~red to: A. The railroad right-of-way shall not be disturbed, including trees and vegetation on the right-of-way, subject to an approved grading plan. B. A variance was given to allow a portion of the 10' berm in this area to have a 2 to 1 slope. C. The berm shall be seeded and planted with native prairie grasses and flowers. The remaining non-bermed area in Outlot A near the minor anchor and a five-foot strip along the curb adjacent to the berm area shall be sodded or seeded and maintained on a regular basis. D. The developer, in addition to the plantings shown on the October 25, 1994 drawing, shall plant up to twenty coniferous trees, 15 feet apart, along this development's westerly lot line from a point of the most northerly coniferous tree shown oh the plan to a point to be determined by the City Engineer and City Planner that coincides with the possible future residential property (non-wetland) west of the railroad tracks and is -4- ..----, . ,-r....,.,.-""'- ._-,,__
