What are the collaborative efforts and incentives usedlor better, more flexible designs compatible <br />with residential areas? <br /> <br />From several sources we found that communication was a very effective tool for addressing <br />concerns between residents and adjacent uses. We recommend that all commercial uses adjacent <br />to residential areas be required to give a phone number of a responsible party so that complaints <br />and concerns can be immediately communicated and addressed. Frustration on the part of the <br />residents escalates when they feel they have no one to bring their concerns to immediately. <br /> <br />O. What models are therefor working with adjacent residential areas? <br /> <br />We believe there is no substitute for face-to-face or phone-to-phone contact between commercial <br />property managers and adjacent residents. In our experience we have heard many times that <br />commercial property owners are unaware of the specific complaints that residents have and given <br />the opportunity they would try to address them. Setting up regular meetings with appropriate <br />people and providing phone numbers of responsible parties are two ways to start this process. <br /> <br />P. What is the affect on residential property values based upon being adjacent to shopping centers <br />and/or 24-hour operations? <br /> <br />We did not find any infonnation on property values in our research and did not conduct any <br />primary research on the issue. <br /> <br />Q. How can food preparation smoke and odors be addressed? <br /> <br />From the available research infonnation it appears that filtering food odors completely is veri <br />difficult and costly. There are limited filtering systems readily available, but we have <br />recommended two provisions: separation of at least 300 feet from exhaust system to residential <br />areas, and a performa.i'1cc based standard that puts the onus on the commercial use to eliminate <br />odors that a reasonable person would find offensive on a regular basis. <br /> <br />Roseviile Shopping Center District Study <br /> <br />Phase m Report <br /> <br />Page 10 <br />
