(PF3177) <br /> <br /> <br /> <br />1.0 Background <br /> <br />1.1 The attached proposed "24 Hour Service" City Code Zoning amendments have been <br />prepared in response to a land use moratorium placed on shopping center districts. The <br />moratorium was established to study "24 hour uses" after denial of a request to vacate <br />utility and drainage easements located within a southern portion of the parking lot at Har <br />Mar Mall. The vacation request was in association with the proposed development of a <br />24 hour Cub Food grocery store on the site of the former Home Place store. <br /> <br />1.2 On April 12, 1999 the Roseville City Council approved the moratorium and requested a <br />study of 24-hour service in areas adjacent to residential districts. <br /> <br />1.3 In July 1999 the City of Roseville hired planning consultant Dahlgren, Shardlow, and <br />Uban, Inc. (DSU) to gather information and conduct a study regarding the issues outlined <br />in the moratorium. The study also included holding neighborhood meetings regarding <br />four (4) identified Shopping Center Districts directly abutting residential properties, to <br />collect information regarding perception and concern of the neighboring business areas. <br /> <br />1.4 On November 8, 1999, the City Council accepted the DSU study and directed the City <br />Attorney to prepare an ordinance to amend the City Code. <br /> <br />2.0 Review of DSU Report (Previously distributed to Commissioners) <br /> <br />2.1 The report provided by DSU has been developed in three phases. Phase I is a <br />compilation of code requirements throughout Metropolitan Area cities and a <br />comparison ofthese requirements to those of Roseville. Phase I also provides photos <br />and details of specific developments in other communities. <br /> <br />2.2 Phase II is a review of the information gathered at the neighborhood meetings to assess <br />impacts of adjacent commercial development on neighboring residential areas.
