On Wednesday, September 22 the third meeting was held. This one targeted residents of the
Lexington/Larpenteur neighborhood. Two residents were present but neither were from the
Lexington/Larpenteur neighborhood. Only one of the attendees signed in and only one stayed to
do the ranking exercise. Table 3 shows the results of the visioning exercise. The issues
expressed at this meeting were much more broad and related more to community-wide planning
principles such as making pedestrian connections to commercial areas and encouraging more
innovative design, but some of the specific impacts that were noted related to traffic, size of
buildings, hours of operation and crime.

Similar to comments made in the second meeting, one participant at this meeting noted that
closing off Ryan A venue dramatically decreased crime and vandalism problems that were
prevalent in the past.

Table 3

Wednesday, September 22,1999
LexingtonlLarpenteur Neighborhood

Number
1
I
I

Issue

Sidewalks not connected to uses
Size of structures, vertical/spread
Traffic (B/Snelling frontage roads)
Art murals discouraged (this discourages innovative design)
Difficult for pedestrians to cross street (Snelling)
Closing off Ryan Ave. entrance made a dramatic difference to neighborhood in terms of crime,
vandalism, etc.
No 24-hour next to residential

3

Roseville Shopping Center District Study

Phase n Report

Page 6

---.r_1

'l1T111i~r::-i'n_
