Human Rights Commission Minutes <br />June 18, 2014 <br />Page 2 of 6 <br />Old Business <br />Rosefest Parade Update <br />Ms. Collins provided a design for a 3-foot by 8-foot banner to be used in the Rosefest Parade and <br />the cost had been slightly under budget. She also provided information on the parade logistics <br />including a schedule. The HRA would be joining the HRC group for the parade and there would <br />be a shuttle available to take people from the City Hall parking lot to the parade line-up location. <br />Vice Chair Becker asked if the television commentators had been provided with material. <br />Ms. Collins stated they currently have the HRC mission statement and it may not be easy to <br />change at this time. They were also informed about the K-1 dancers and they should be <br />recognized. <br />Chair Groff stated they would have brochures to hand out. He asked if there was interest in <br />utilizing any of the signs from previous years. <br />Commissioner Bachhuber stated she would look at the signs with Chair Groff and see what <br />needed to be done to prepare them for the parade and if possible have them ready for individuals <br />to carry. <br />Verbal Report on Meeting with Police Chief <br />Vice Chair Becker stated he and Commissioner Singleton had met with the Police Chief on June <br />2 and discussed the training they do and in particular their use of force training. The State <br />mandates 8 hours of training per year on the use of force and related topics. Roseville typically <br />trains 12-16 hours per year and it is split up based on theme. Additional training or targeted <br />training is done as needed. One-third of the Roseville Police Force are instructors on the use of <br />force. These training courses are master based and an officer goes through the training until they <br />pass it. The Police Chief estimated that Tasers are deployed 3-4 times per month. <br />Commissioner Singleton stated they had also discussed different types of training including <br />diversity training and they are open to ideas regarding additional training. <br />Ms. Collins stated there are a few officers that speak other languages. <br />Chair Groff asked if they have done any training on how to work with different cultural groups. <br />Vice Chair Becker stated they have done diversity training and community outreach programs <br />such as Coffee with a Cop. <br /> <br />
