<br />2.5 Section 1104.04E, City Code, outlines the procedure for a minor subdivision. No <br />Planning Commission hearing or review is necessary. A hearing is held by the City <br />Council. If the Council approves the request is approved, the staff, prior to recording <br />with the Ramsey County Recorder, must review a certificate of survey and a quit claim <br />deed for compliance with the Council's approval. <br /> <br />3.0 STAFF FINDINGS & CONDITIONS <br /> <br />3.1 The three (3) proposed lots meet all dimensional and area requirements for new lots <br />created within "R-l", Single Family Residential District. As well, the existing home is <br />situated on the proposed Parcel B to meet or exceed the "R-l" setback requirements. <br /> <br />3.2 The proposed minor subdivision indicates the necessary utility and drainage easements. <br /> <br />3.3 Detailed grading plans with building slab or first floor elevation and drainage direction <br />must be submitted to the City Engineer for review and approval prior to building permit <br />issuance on Parcel A and C. <br /> <br />3.4 The City policy is to accept parkland or cash in lieu of land dedication for the creation of <br />new lots. In this case, cash will be accepted in lieu of parkland dedication. The <br />dedication fee is $500.00 for the newly created Parcel A and Parcel C. The fee shall be <br />collected prior to issuance of a building permit on said parcels. <br /> <br />3.5 The City policy is to accept a Sewer Availability Charge (SAC) upon the issuance on <br />building permits for all newly created lots. In this case, new sewer and water service is <br />required for Parcel A and Parcel C, which location shall be approved by the City <br />Engineer. The SAC fee is required and collected on Parcel A and Parcel C at the time the <br />building permit is issued. <br /> <br />3.6 The City Engineer and/or County Engineer must review and approve the driveway curb <br />cuts along County Road "B" prior to the issuance of building permits. <br /> <br />3.7 The City policy is to accept additional street right-of-way to meet city and county master <br />roadway plans. In this case, the applicant is responsible for dedicating an additional 10 <br />feet of right-of-way for County Road "B" West the length of the proposed minor <br />subdivision. <br /> <br />3.8 The applicant must record the three (3) lot minor subdivision within 60 days after the <br />approval of the City Council. <br /> <br />RCA (Ol1000)Page 2 of3 <br />
