<br />7.0 PLANNING COMMISSION RECOMMENDATIONS - October 2,2002: <br />The Planning Commission recommended improvements 5.1 through 5.6 (above) be sent to <br />the Council for further study and discussion, after which the Council requested the Planning <br />Commission to hold hearings on specific topics or clarifications of Code language, <br /> <br />8.0 COUNCIL ACTION - October 21, 2002: <br />The Council provided direction summarized in Section 1 of this report. In general, the <br />Council requested that the Commission hold public meetings/hearings with the St. Paul <br />Chamber of Commerce, the affected malls and businesses, and the properties owners within <br />350 feet surrounding the "SC" Shopping Center Districts. They asked that the topics listed <br />below be discussed "without the suggested percentages or numbers ...". <br /> <br />8,1 Change the "building coverage" ratio to _% of the developable land area within the <br />shopping center master p Ian as of] anuary 1, 2000. More detail on the impacts that size ofthe <br />building has on the impacts in surrounding areas, particularly residential uses. <br /> <br />8.2 More detail on how to define "developable lot area" as land upon which construction of <br />structures or paving may occur consistent with the approved existing master plan and <br />excepting all public road, transit, and pedestrian easements, but respecting all required <br />setbacks. <br /> <br />8.3 More detail.. .on how to define "building" as gross occupiable commercial retail and/or <br />service, office, and/or multi-family residential area within a building, but specifically <br />excluding parking ramps and decks. <br /> <br />8.4 More detail. . ..on how to allow the height of a shopping center or outlot buildings to vary <br />based on FAR and its horizontal separation from residential districts. <br /> <br />8.5 More detail on how to change Floor to Area (FAR) ratios of up to_. <br /> <br />8.6 A Planned Unit Development (PUD) should be required for any master plan or building <br />or site plan expansion that increases by more than _ over the existing master plan which <br />consists of the improvements on the site as of January 1, 2000. <br /> <br />9.0 NEXT STEPS <br /> <br />The staff has prepared a draft ordinance and a set ofthresholds as directed by the Council. <br />The Planning Commission should use the staff work as an introduction needed to hold a <br />hearing, invite comment, and decide whether there is enough public interest to hold further <br />meetings including Member Mulder's_ study committee, focus groups, surveys, etc. <br /> <br />As alternatives, the Commission could: <br />1) take public comments, modify the document (either at the meeting or some future <br />meeting) and send those recommended modifications to the Council for an ordinance reading <br /> <br />2) recommend denial of the proposed language, but that these topics be dealt with on a <br />project by project basis as renovation and/or expansion occurs. <br />Prepared by: Dennis Welsch (490-2232) <br />\\Victoria\CommDev\Planning Files\3I 50-3199\3192\RCA- Building and Lot Coverage (050703).doc <br /> <br />6 <br />
