Any commercial loading dock within <br />three hundred feet (300') of a residen- <br />tial district shall be completely <br />screened by a wall, landscaped berm, <br />fence, or combination thereof from an <br />adjacent residential area, from a point <br />fourteen feet (14') above the ground <br />at the loading area to a point five feet <br />(5') above the first floor (main level) of <br />adjacent residences. <br /> <br />2. Any commercial loading dock within <br />three hundred feet (300') of a residen- <br />tial district which is to be used for any <br />reason by vehicles or equipment be- <br />tween the hours of ten o'clock (10:00) <br />P.M. and seven o'clock (7:00) A.M. <br />shall be within a completely enclosed <br />and roofed structure. All loading, and <br />unloading, operations shall occur with <br />the exterior doors shut at all times. <br /> <br />H, Maintenance Activities: Movement of <br />sweeping vehicles, garbage trucks, <br />maintenance trucks, shopping carts, <br />and other service vehicles and equip- <br />ment is prohibited within three hun- <br />dred feet (300') of a residential district <br />between the hours of ten o'clock <br />(10:00) P.M. and seven o'clock (7:00) <br />A.M., except for, emergency vehicles <br />and emergency utility or maintenance <br />activities. Except in the case of emer- <br />gency, all snow removal operations <br />within three hundred feet (300') of an <br />adjacent residential district shall be <br />undertaken consistent with a snow <br />management plan that must be sub- <br />mitted to and approved by the city, <br />The plan must include measures to <br /> <br />January 2001 <br /> <br />1006.05 <br /> <br />minimize removal activity during the <br />hours of ten o'clock (10:00) P.M. and <br />seven o'clock (7:00) A.M. consistent <br />with public safety requirements. The <br />plan must also address the location <br />and management of short-term and <br />long-term storage of snow on-site and <br />off-site. <br /> <br />,I <br /> <br />I. <br /> <br />Equipment Restrictions: All ground- <br />mounted or roof-mounted equipment, <br />automatic doors, speaker systems, <br />gas pumps, car washes, vehicle vacu- <br />um cleaners, air hoses, or other noise <br />sources within three hundred feet <br />(300') of a residential area must be <br />completely screened to a point five <br />feet (5') above the first floor of adja- <br />cent residences. Outdoor speaker <br />systems or other public address sys- <br />tems which can be heard outside are <br />not allowed to be used between the <br />hours of ten o'clock (10:00) P.M. and <br />seven o'clock (7:00) A.M. within three <br />hundred feet (300') of a residential <br />district, even if screened. <br /> <br />J. <br /> <br />Lighting: The height of light poles and <br />fixtures shall comply with subsection <br />1010.12 of this title, and shall not <br />exceed a height of twelve feet (12') <br />within fifty feet (50') of a residential <br />property line, or twenty five feet (25') <br />within one hundred feet (100') of a <br />residential property line. Light poles or <br />fixtures may be a maximum of forty <br />feet (40') tall if more than one hundred <br />feet (100') from a residential property <br />line and if completely screened by <br />building, berm, or landscape material <br />with a minimum opacity of ninety per- <br />cent (90%) to eye level view of living <br />spaces in homes within three hundred <br />feet (300') of light source.
