<br />(d) Parking in residential districts. The purpose of this subsection is to reduce the
<br />visual clutter and surface soil runoff, promote the general safety and welfare, and protect the
<br />property values of adjoining properties by controlling the number of vehicles that may be
<br />parked on a residentially zoned lot. Parking in all residential districts shall be subject to the
<br />following requirements. (Ord. No. 443, ~ 1, 05-13-39, Ord. No. 479, ~ 1, 04-12-90)

<br />(1) Required off-street parking in the residential districts shall be on the
<br />same lot as the principal building unless otherwise approved by the
<br />city council.
<br />
<br />(2) No commercial motor vehicle in excess of one ton capacity and no
<br />commercial trailer shall be parked or stored in a residential district
<br />except when loading, unloading or rendering a service. One
<br />commercial vehicle, not over one ton capacity, may be parked at the
<br />residence of the owner or oper!!.tor of said vehicle. Under no
<br />circumstances shall parking facilities accessory to residential structures
<br />be used for open air storage of commercial vehicles and, in addition;
<br />
<br />(3) The city council may direct the removal or otherwise limit the parking
<br />of any large vehicles upon or adjacent to any residential use where it
<br />is determined that said parking has a detrimental effect upon
<br />residential use. Said large vehicles shall include. but not be limited to,
<br />buses, motor homes, cruisers or large trucks.

<br />(4) No person shall cause, undertake, permit or allow the outside parking
<br />and storage of vehicles on residentially zoned property unless it
<br />complies with the following requirements: (Ord. No. 443, ~ 2, 05-18-89,

<br />1. For purposes of this section a vehicle is defined as any
<br />passenger car or truck. (Ord. No. 443, ~ 2, 05-13-89)

<br />11. No more than four (4) vehicles per lawful dwelling unit
<br />may be parked or stored anywhere outside on R-I, R-2, R-
<br />3, R.-4, or R-S zoned property. (Ord. No. 443, ~ 2,05-18-89,

<br />111. The city council may approve an annual "on-site parking
<br />permit" for exterior parking of more than four (4)
<br />vehicles, but !lot to exceed six (6) vehicles, on an R-I, R-2,
<br />R-3, R-4, or R-5 zoned site provided it meets the foHowing

<br />1. The applicant's property shall conform to the
<br />parking standards set forth in Section A J -62

<br />2. An affidavit shall be filed with the city,
<br />stating that all abutting property owners have
<br />been notified and given an opportunity to
<br />respond, in writing, if they have specific
<br />concerns regarding the request. (Ord. No. 443,
