Required structure or safety fencing shall be completely installed prior to filling the pool <br />and before any swimming is allowed in the pool. <br /> <br />b. Drainage of pools in to public streets or other public drainage ways shall require written <br />permission of the City Engineer. <br /> <br />I <br /> <br />Section 24-57 liqhting, lighting Fixtures and Glare <br /> <br />1. In all districts, any lighting used to illuminate an off-street parking area, or other structure <br />or area, shall be arranged as to deflect light away from any adjoining residential zone or from the <br />public streets. Direct or sky-reflected glare, whether from floodlights or from high-temperature pro- <br />cesses such as combustion or welding shall not be directed into a~y adjoining property. The sourc~ <br />of light shall not be directed into any adjoining property. The source of light shall be hooded or <br />co~trolled so as not to light adjacent property. Bare light bulbs shall not be permitted in view of <br />adjacent property or public right-of-way. No light or combination of lights which cast light on a <br />public street shall exceed one (1) foot candle meter reading as measured from the centerline of <br />said street nor shall any light or combination of lights which cast light on residential property <br />exceed 0.4 foot candles. <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />2. lighting standards shall not exceed twenty-five (25) feet or the height of the principal buil- <br />ding on the lot, whichever is less, without a Conditional Use Permit. <br /> <br />I <br /> <br />All lighting in Non-Residential Districts used for the external illumination of buildings, so <br />as to feature said buildings, shall be placed and shielded so as not to interfere with the vision <br />of persons cn adjacent highways or adjacent property. <br /> <br />I <br /> <br />All illumination of signs and any other outdoor feature shall not be of a fl~shing, moving or <br />intermittent type. Artificial light shall be maintained stationary and constant in intensity and <br />color at all times when in use. <br /> <br />, <br /> <br />Section 24-58 Off Street Parkin<:; Requirements <br /> <br />There shall be provided in all districts at the time of erection or enlargement of any main <br />building aI' structure; adequate automobile off-street parking space with sufficient access to all <br />spaces. The number of off-street parking spaces, in conjunction with all land or building uses <br />shall be provided, prior to the issuance of a Certificate of Occupancy, as hereinafter prescribed <br />except that the City Council may waive parking requ'irements for new or expanded structures within <br />the B-3 district. <br /> <br />J <br /> <br />1. Off-street parking spaces may be located within a non-required side or rea~ yard and within <br />the rear yard setoock unless otherwise provided in this Ordinance. Off-street parking shall not be <br />permitted within an area as wide as the front building line of the 3tructure and from the building <br />to the right-of-way line except in R-1, R-2, districts for residential single-family or two-family <br />structures. <br /> <br />2. Surfacing and drainage. Off-street parking areas shall be improved with a durable and dustless <br />surface. Such areas shall be so graded and drained as to dispose of all surface water accumulation <br />within the parking area. Durable and dustless surface may include crushed rock and similar treat- <br />ment for parking accessory to one, two. three, and four unit residentail structures; all other uses <br />shall utilize asphalt, concrete, or a reasonable substitute surface as approved by the City Engineer. <br />Such surfacing shall be complete prior to occupancy of the structure. <br /> <br />3. Location. All accessory off-street parking facilities required herein shall be located as follows: <br /> <br />,f."" Spaces accessory to multiple-family dwellings on the same lot as the principal use served <br />and within two hundred (200) feet of the main entrance to the principal building served. <br />Parking as provided in the State Building Code for the handicapped shall be provided. <br /> <br />c. Spaces accessory to uses located in a Business or Industrial District; within eight hundred <br />(800) feet of a main entrance to the principal building served. Parking as provided in the <br />State Building Code for the handicapped shall be provided. <br /> <br />d. There shall be DO off-street parking space within ten (10) feet of any street right-of-way. <br /> <br />-42- <br />
