No off-street open parking area shall be located closer than five (5) feet from an adjacent <br />lot zoned or used for residential purposes except when adjoining an existing parking area <br />on the adjacent lot. <br /> <br />4. Underground Parking Credits. In any development in which all or a portion of the required off- <br />street parking is provided fully enclosed and below ground- elevation, the minimum lot area requirements <br />shall be reduced by fifteen percent (15%) per unit for each parking place per unit so provided, but <br />said reduction shall not be greater than twenty percent (20%) total yard space. <br /> <br />5. General Provisions <br /> <br />a. Existing off-street parking spaces and loading spaces upon the effective date of this Ordin- <br />ance shall not be reduced in number unless said number exceeds the requirements set forth <br />herein for a similar use. <br /> <br />b. Benches in places of public assembly. In stadiums, sport arenas, churches and other places <br />of public assembly in which patrons or spectators occupy benches, pews, or other similar <br />seating facilities, each twenty-two (22) inches of such seating facilities shall be counted <br />as one (1) seat for the purpose of determining requirements for off-street parking facili- <br />ties under this Ordinance. <br /> <br />. <br />-. <br />~ <br />I <br />$ <br />II <br />); <br />... <br /> <br />c. Parking spaces. Deleted by Amendment. <br /> <br />d. Use of Parking Facilities. Off-street parking facilities accessory to residential use shall <br />be utilized solely for the parking of passenger automobiles and/or one (1) truck not to <br />exceed seven thousand (7,000) pounds gross capacity for each dwell i ng uni t. Under no ci r- <br />cumstances shall required parking facilities accessory to residential structures be used <br />for the storage of commercial vehicles or for the parking of automobiles belonging to the <br />employees, owners, tenents, or customers of nearby business or manufacturing establishments. <br /> <br />e. Joint Parking Facilities. Off-street parking facilities for a combination of mixed buildings, <br />structure or uses may be provided collectively in any "district" (except Residential <br />Districts) in which separate parking facilities for each separate bu)lding, structure or <br />use would be required, provided that the total number of spaces provided shall equal the <br />sum of the separate requirements of each ~se du~ing any peak hour parking period. <br /> <br />f. Control of Off-Street Parking Facilities. When requil'ed accessory off-street parking facil- <br />ities are provided elsewhere than on the lot in which the principal use served is located, <br />they shall be in the same ownership or control, either by deed or long-term lease, as the <br />property occupied by such principal use, and the owner of the principal use shall file a <br />recordable document with the City of Red Wing requiring the owner and his or her heirs and <br />assigns to maintain the required number of off-street spaces during the existence of said <br />pr'j ncipa 1 uses. <br /> <br />g. Use of Parking Area. In Residential Districts, not more than twenty-five percent (25%) of the required front <br />yard area shall be surfaced or utilized for driveway or vehicle storage space. <br /> <br />6. Design and Maintenance of Off-Street Parking Areas - <br /> <br />a. Parking areas shall be designed so as to provide adequate means of access to a p~blic alley <br />or street. Such driveway access widths shall be in accordance with the State of Minnesota <br />Highway Department Standards but in no case shall they exceed thirty-two (32) feet in width <br />unless a Conditional Use Permit has been obtained approving the larger width. Driveway <br />access shall be so located as to cause the least interference with traffic movement. There <br />shall be only one driveway access for each residential lot. <br /> <br />b. Calculating Space. When the calculation of the number of off-street parking spaces required <br />results in a fraction, such fraction shall require a full space. <br /> <br />c. Signs. No signs shall be located in any parking area except as necessary for orderly oper- <br />ation of traffic movement and such signs shall not be a part of the permitted advel.tising <br />space. <br /> <br />d. Surfacing. All of the area intended to be utilized for parking space and driveways shall <br />be surfaced with a material to control dust and drainage. Such areas shall be surfaced <br />prior to occupance.
