All loading and unloading in an "I" District shall be provided off-street in the rear yard or <br />interior side yard, and shall in no instance be permitted in a front yard. In those instances <br />where exterior side yards have a common relationship with an Industrial District across a public <br />thoroughfare, loading and unloading may take place in said exterior side yard when the setback <br />is equal to at least fifty (50) feet. <br /> <br />Section 24-61 Interim Uses and Structures <br /> <br />1. Interim uses and structures may be placed in Agricultural, Commercial, or Industrial Districts <br />after obtaining a Conditional Use Permit. These criteria uses may be utilized in a temporary manner <br />as specified by the City Council, during which the development planned for the area in the Community <br />Plan and Zoning Ordinance has not yet occurred. <br /> <br />2. Interim uses and structures of a portable nature may be utilized for interim storage or sales <br />of wholesale or retail products or shelter for farm crops and animals for a twelve (12) month period <br />with a possible extension for a second twelve (12) month period. No interim use shall be granted a <br />Conditional Use Permit for more than two (2) years. <br /> <br />3. In granting a Conditional Use Permit for an interim use the City Council shall follow these <br />conditions: <br /> <br />a. <br /> <br />The approval of the interim use shall in no way constitute a change in the basic uses per- <br />mitted in the district nor on the property wherein the temporary use is peIToitted. <br /> <br />The granting of the i~terim use shall be granted in writing, stipulating all conditions as <br />to time, nature of development permitted and arrangements for removing the use at the ter- <br />mination of said temporary permit. <br /> <br />All setbacks, land coverage, off-street parking, lighting and other requirements to be <br />considered in protecting the public health, safety, peace, morals, comfort, convenience and <br />general wel'fare of the inhabitants of the City of Red Wing shall be made at the discretion <br />of the City Council and shall not be less than as established in Section 24-30. <br /> <br />b. <br /> <br />c. <br /> <br />d. <br /> <br />The City Council shall determine that the uses are either demountable structures related <br />to the permitted use of the land; recreation developments, such as, but not limited to: <br />golf driving ranges and outdoor archery courts; or structures which do not require foun- <br />dations, heating systems or sanitary connections. <br /> <br />e. <br /> <br />The use shall be in harmony with the general character of the district. <br /> <br />f. <br /> <br />No interim use Conditional Use Permit shall be granted without first giving notice to <br />owners of adjacent property of the time and place of a public hearing to be held as fur- <br />ther provided for in this Ordinance. (See Section 24-80) <br /> <br />Interim uses and structures shall not require additional public roadway or premature ex- <br />tension of central sewer or water systems. <br /> <br />Grading or alteration of the site except for dr'iveway iicces~ and building construction shall <br />not be permitted. <br /> <br />g.. <br /> <br />h. <br /> <br />i.. <br /> <br />Conditi ona 1 Use Permits issued by the City Counci 1 . for an interim use or structure sha 11 <br />be recorded with the County Recordei' by the ..applicant prior to issuance of building permits <br />or Certificates of Occupancy. <br /> <br />Conditional Use Permits for interim uses shall be reviewed annually by the Planning Comm- <br />ission and City Council. <br /> <br />The City Council may require bonds or other guarantees that any interim use structure will <br />be removed on a specified date. <br /> <br />j. <br /> <br />k. <br /> <br />-48- <br />
