Call to Order. The meeting was called to order at 4:00 p.m., in the City <br />Hall Council Chambers. <br /> <br />2. Present. Joel Jarnnik, Craig Klausing, Ed Cunningham, Doug <br />Wilke, Dennis Welsch, Mayor John Kysylyczyn <br /> <br />3. Flag Ordinance (Joel J amnik) <br /> <br />a) Explanation of difference between flag and commercial flag sign; <br />b) Differences between non-commercial and commercial message; time, <br />place and manner restrictions; <br />c) Application may still be "muddy"; <br />d) Discussion of legal precedent; adheres to constitutionally protected <br />speech; <br />e) Board of Zoning Adjustment and Appeal, need for establishment; <br />f) How does Planning Commission decide what are the standards of <br />review when in quasi-judicial role (how does this impact setback <br />permit appeal process?); <br />g) Mayor's comments: Political signs (2'x3') do not comply with normal <br />sign making (2'x4') - what sizes do other communities have and what <br />is industry standard. Inconsistent enforcement of Code - pole signs, <br />car dealers with flags and messages; <br />h) Religious symbol (non-commercial) is allowed as flag; <br />i) The Commission may need a short primer in the constitutionality of <br />speech and signage; <br />j) Use examples, take pictures of allowed flags. <br /> <br />4. Discussion of process for updating zoning/Comprehensive Plan. <br /> <br />5. Adjourn/Next Meeting.
