CITY OF ROSEVILLE
COMMUNITY DEVELOPMENT DEPARTMENT
MEMORANDUM

TO:
FROM:
SUBJECT:
DATE:
CC:

ZONING COMMITTEE
DENNIS WELSCH/THOMAS PASCHKE
PROCEDURE FOR ZONING CONSISTENCY PROGRAM
04/27/2000
STEVE SARKOZY, CITY MANAGER

The proposal for working through the zoning errors and zoning/comprehensiye plan
inconsistencies is to complete an eight-step process:

1. Identify (in batches of 4 to 8) the error or inconsistency and the historical record
from City files. Staff will attempt to put together batches from the same Planning
District (there are 15) providing for a simpler review "context".

2. Review the historical record on each case through use of City files. Discuss in
detail with the Zoning Committee.

3. Notify the property owner and meet with each owner to explain the dilemma and
the possible solutions. Seek comment and property owner records that may clarify
the situation.

4. Schedule necessary public hearings with the Planning Commission and the City
Council.

5. Hold the hearings for one Planning District at a time with the Planning
Commission and notify property owners within 350 of each case.

6. After the hearing and a recommendation by the Planning Commission, schedule a
meeting agenda slot for the next available Council meeting.

7. After the Council decision, publish the ordinance correction, OR send the change
in the Comprehensive Plan to the Met. Council for a minor amendment review.

8. Notify the property owner of the outcome.
