<br />CITY OF ROSEVILLE <br />COMMUNITY DEVELOPMENT DEPARTMENT <br />MEMORANDUM <br /> <br />TO: <br />FROM: <br />SUBJECT: <br />DATE: <br />CC: <br /> <br />ZONING COMMITTEE <br />DENNIS WELSCH/THOMAS PASCHKE <br />PROCEDURE FOR ZONING CONSISTENCY PROGRAM <br />04/27/2000 <br />STEVE SARKOZY, CITY MANAGER <br /> <br />The proposal for working through the zoning errors and zoning/comprehensiye plan <br />inconsistencies is to complete an eight-step process: <br /> <br />1. Identify (in batches of 4 to 8) the error or inconsistency and the historical record <br />from City files. Staff will attempt to put together batches from the same Planning <br />District (there are 15) providing for a simpler review "context". <br /> <br />2. Review the historical record on each case through use of City files. Discuss in <br />detail with the Zoning Committee. <br /> <br />3. Notify the property owner and meet with each owner to explain the dilemma and <br />the possible solutions. Seek comment and property owner records that may clarify <br />the situation. <br /> <br />4. Schedule necessary public hearings with the Planning Commission and the City <br />Council. <br /> <br />5. Hold the hearings for one Planning District at a time with the Planning <br />Commission and notify property owners within 350 of each case. <br /> <br />6. After the hearing and a recommendation by the Planning Commission, schedule a <br />meeting agenda slot for the next available Council meeting. <br /> <br />7. After the Council decision, publish the ordinance correction, OR send the change <br />in the Comprehensive Plan to the Met. Council for a minor amendment review. <br /> <br />8. Notify the property owner of the outcome. <br />
