Call to Order. The meeting was called to order at 4:00 p.m.. in the City Hall <br />Council Chambers. <br /> <br />2. Present. Joel Jamnik, Donn Wiski, Craig Klausing Ed Cunningham. Doug <br />Wilke. Dennis Welsch, Thomas Paschke. <br /> <br />3. Proposed Sign (Flag) Ordinance discussion of: <br /> <br />a) Court case <br />b) Current Code is not constitutionally sustainable <br />c) Cited cases of "content" base ordinances that have problems <br />d) Roseville case revolves around individual rights <br />e) Could regulate number, size, some content based regulations <br />t) Content neutral ordinance may work best <br />g) City can still administer banners and bannerettes <br />h) Temporary sign provisions? <br />i) Non-conforming, pre-existing signs are grandfathered? <br />j) Flag size, based on pole size, number, location. can be regulated <br />k) Flag etiquette - lighted, first on pole <br />l) Why must Roseville take this on alone? <br />m) Exclude purely commercial product or service message from permitted <br />flag, then count against sign package <br />n) Regulate height of pole and flexibility of cloth, i.e., no metal signs. 30 feet <br />in the air <br /> <br />4.
