The CUy of JFIrndllley code requires the following:

Except for purposes of collection, all solid waste must be placed in the
rear of the premises, or in the side yard setback if screened so as to
be out of view from the street, or in a garage located on the premises.

The following special conditions may be used to make solid waste
collection more convenient:

A. Solid waste, except that which is stored in a container, as defined
by Code may be placed adjacent to the curb or elsewhere on the
person's property.

B. Solid waste stored in containers must be placed immediately adjacent
to the front door ofthe dwelling unit, but no further than 3' feet from
the building.

Finally, except for conyenience of collection, no containers or solid
waste will be allowed in the front yard for more than 24 hours.

Interesting Note
Fridley also requires that residents have properly maintained refuse
containers of not more than 32 gallons. They can have as many cans as
they need, but each can must be no more than 32 gallons in size. Ace
Solid Waste requested that the City Council reconsider the 32 gallon
size. After making a formal text amendment request, Ace
advertised in the newspaper that the change was coming and that all
resident~ill be able to have 90 gallon containers before the Council
even had a chance to deliberate. The Council then decide against the idea of approving
any change. Later, the Council asked the public the 32 vs. 90 gallon question in the
citizen survey. The split couldn't hayc been closer to a 33/33/33 split between wanting
change, not wanting change, and not having an opinion.

City of RichfAelld!

Richfield doesn't require residents to screen their garbage cans. They
are required to do the following: "The owner or occupant of the
premises must remove all containers and any materials not picked up by
the licensed residential hauler from their locatlon next to the street
or alley by the end of the collection day." The ordinance doesn't
specify where they have to be kept non-garbage days. It's mostly
concerned with sanitary conditions and tight covers.

Q:\Zoning Committee\Trash Container Storage and Screening.doc

2

- ".....,-,"",-_..........
