<br />Comments on Trash Container Storage and Screening <br />Revised: June 21,2000 by Dennis Welsch <br /> <br />Section 1010.11 of the Roseville City Code originally (pre-1999) stated: <br /> <br />TRASH HANDLING EQUIPMENT: . <br />Dumpsters, trash and trash handling equipment shall be stored within a principal structure <br />or within an attached structure accessible from within the principal structure and serviced <br />by an overhead door to the exterior ofthe facility. If the structure is attached for this <br />purpose, it shall be of the same materials as the principal structure and accessible to the <br />structure from the interior and shall be roofed. A facility shall be located so as to be as <br />inconspicuous as possible to the contiguous public right of way. Such trash handling <br />equipment storage areas shall be of sufficient size to accommodate the separation of <br />trash, including separate provisions for paper, cardboard, glass, cans and miscellaneous <br />refuse. <br /> <br />The new (1999) trash handling section of the Roseville Code reads as follows: <br /> <br />Trash Handling Equipment: <br /> <br />Residential: Residential containers, trash and trash handling equipment within the Single <br />Family Residential District (R-l), Two Family Residential District (R-2), and Townhouse <br />District (R-6) shall be required to store trash and recyclable material containers within a <br />garage and/or approved screened structure. Said trash and recyclables shall be picked-up <br />at the curbside no more than once a week. <br /> <br />Otber Cities: <br /> <br />The City of Blaine does not have a screening ordinance for trash cans. Blaine does have <br />a general junk ordinance which requires trash cans to be stored in a garage or a storage <br />building on their property. We respond to outdoor storage of trash cans on a complaint <br />basis only. (Curt Larsen) <br /> <br />The City of Shoreview code states that refuse containers cannot be stored in the front <br />yard except on the day of pick-up. Obviously, we do not enforce people leaving it at the <br />curb on the night prior to pick-up. It doesn't seem to be a big issue here, although last <br />year we bad a complaint that many in a neighborhood were leavin~l!t in front of their <br />garages. (Tom Simonson) ~ <br /> <br />The new City of Lakeville code (Section 11-18-9) states that all waste and recycling <br />receptacles shall be stored within the principal structure or within an accessory enclosure <br />area, totally screened from eye level view. (New__Code ) <br />
