1. Guidelines & Procedures Document:

This document has been created to assist citizens and developers with the land use review
process that the City of Roseville follows regarding all types of zoning and land use
development projects. This document will provide guidance on required detailed plans,
narratives, and specifics for a development proposal in order to complete the proper
application for City consideration and action/decision.

2. Development Review Committee:

In order to ensure internal coordination and provide efficient and timely processing of
Roseville Land Use Applications, Setback Permit Applications, or other administratively
reviewed development proposals, the City ofRoseviIle utilizes a Development Review
Committee (DRC) to determine technical conformance of proposed developments with
the requirements of the City Code. The DRC reviews all development-related submittals
such as commercial or industrial site plans, platting or subdivisions, zoning amendments,
conditional use permits, variances, and vacations of public easements and forwards data
and recommendations to the Parks Commission, Planning Commission and City Council
where applicable. The DRC also reviews applications for Setback Permits. The DRC
may recommend issuance of building permits for all projects that involve permitted uses
and meet all of the requirements of the zoning section of the Roseville City Code.

The Community Development Director or designee acts as the chairperson of the DRC
which meets each Tuesday at 10:30 a.m. in the Community Development Conference
Room at the Roseville City Hall Offices, 2260 Civic Center Drive. The DRC is
appointed by the City Manager and currently consists of representatives of the
departments of Administration, Community Development, Police, Engineering/Public
Works, Streets and Utilities and Parks and Recreation.

The Development Review Committee is comprised of the following City representatives:

Dennis Welsch, Comm.
