Informal Meeting: <br /> <br />The DRC will review, comment, and provide direction on any development proposal. No <br />application is necessary and there in no fee associated with this review. A brief narrative <br />and concept site plan is necessary for this informal review. <br /> <br />If appropriate, the citizen or developer may be directed to contact other governmental <br />agencies, such as Ramsey County, Rice Creek Watershed, Minnesota Department of <br />Transportation, Minnesota Pollution Control Agency, or others. <br /> <br />Citizen/developer submittals reviewed by the DRC that do not require a hearing before <br />the Planning Commission or City Council are directed to apply for a building permit. <br />Those citizen/developer submittals that require a hearing are directed to complete an <br />application known as the Roseville Land Use Application (RLUA). <br /> <br />4. Hearings: <br /> <br />Applications received for a minor subdivision, subdivision plat, zoning text amendment, <br />rezoning, conditional use permit, variance, vacation of public easement or right-of-way, <br />comprehensive plan amendment, or planned unit development require a public hearing <br />before the Planning Commission and/or City Council. Setback Permit applications <br />require an administrative hearing before the DRC. A public hearing and administrative <br />hearing are scheduled only after all application submittal requirements have been met and <br />are determined to be complete by the Community Development Director, City Planner, or <br />the DRC. <br /> <br />5. Roseville Land Use Application Submittal Requirements: <br /> <br />All development proposals that require a hearing before the Planning Commission and/or <br />the City Council must submit a completed Roseville Land Use Application (RLUA). The <br />RLUA is available at the Community Development Department and must be submitted to <br />the Community Development Director or the City Planner. The RLUA must include all <br />appropriate plans and project details, and must meet the submittal deadline indicated on <br />the attached Land Use Project Application Schedule. <br /> <br />Page 2 of 14 <br />
