<br />PURPOSE AND ISSUES ADDRESSED <br /> <br />Bradley Real Estate, Inc, is proposing to establish a new Cub Food Store at the Har Mar <br />Mall in the City of Roseville. This store, which would be about 68,000 sq. ft. in size, <br />would replace the fonner Homeplace Store, which occupied 54,500 sq. ft. Through <br />discussions with City staff, City officials, and nearby residents, questions have arisen <br />regarding the traffic and parking implications of the new Cub Food Store. We have <br />carefully addressed each of the questions raised. The purpose of this report is to present <br />the results of our traffic and parking studies and our responses to the issues raised. <br /> <br />Based on participation at a meeting with City staff and on review of traffic and parking <br />comments provided by interested persons, we have organized the comments raised into <br />the following principal issues: <br /> <br />· Effects of Cub Food Store on overall traffic conditions on nearby roadways <br /> <br />· Adequacy of traffic circulation on east side of Har Mar Mall <br /> <br />· Adequacy of traffic operations on entrance to/from Snelling A venue <br /> <br />· Adequacy of operations for trucks <br /> <br />· Adequacy of parking, both on the south side of the proposed Cub Food Store <br />and on the Har Mar site as a whole <br /> <br />The next section of this report addresses the basic traffic and parking characteristics of <br />the proposed Cub Food Store. This section is followed by responses to each of the <br />issues, and the last section presents our overall conclusions. <br /> <br />BASIC TRAFFIC AND PARKING CHARACTERISTICS FOR CUB <br />FOOD STORE <br /> <br />The expected trip generation characteristics for the Cub Food Store are addressed in a <br />letter from Glen VanWonner of the SEH firm to Debra Bloom of the City of Roseville, <br />dated February 19, 1999. In his letter, Mr. Van W onner indicates his expectation that the <br />Cub Store will generate about 5,500 daily vehicle trip ends, of which about 20% will be <br />either internal (i.e. a trip that already is making a stop at the Har Mar Mall) or pass-by <br />(i.e. trips that already are occurring on Snelling Ave. or County Road B). Thus, Mr. <br />VanWonner estimates that the Cub Store will generate a total of 4,400 net new trip ends <br />per day. <br /> <br />2 <br />
