<br />EXTRACT OF MINUTES OF MEETING <br />OF THE <br />CITY COUNCIL OF THE CITY OF ROSEVILLE <br /> <br />* * * * * * * * * * * * * * * * * <br /> <br />Pursuant to due call and notice thereof, a regular meeting of the City Council of the City <br />of Roseville, County of Ramsey, Minnesota was duly held on the 3rd day of June, 2002, at <br />5:30 p.m. <br /> <br />The following members were present: Kough, Klausing, Schroeder, Maschka and <br />Kysylyczyn, and the following were absent: none. <br /> <br />Member Kysylyczyn introduced the following resolution and moved its adoption: <br /> <br />RESOLUTION No. 9997 <br />Supporting Even-Year City Election <br />Ordinance and Referendum Petition <br /> <br />WHEREAS, Even-year city elections will save city taxpayers money; and <br /> <br />WHEREAS, Substantially higher voter turnout exists in even year elections (1999-36%, <br />2000-91% 2001-31%); and <br /> <br />WHEREAS, A minority of citizens currently elect the Mayor and Council in odd-year <br />elections (1999-36%, 2001-31%); and <br /> <br />WHEREAS, Voters will not overwhelm the polling places in even-year elections <br />(98.86% of 1999 voters also voted in 2000, per Secretary of State); and <br /> <br />WHEREAS, The focus on local issues seems not to be affected by having even-year <br />local elections (MCMA Election Survey of January 2002); and <br /> <br />WHEREAS, Citizen interest in local candidates seems not to be affected by having <br />even-year local elections (MCMA Election Survey of January 2002); and <br /> <br />WHEREAS, Even-year elections do not seem to change the level of partisanship in <br />local elections (MCMA Election Survey of January 2002); and <br /> <br />WHEREAS, Ballot error problems do not exist with modem optical scanners in any <br />election year (City of Roseville, Secretary of State); and <br /> <br />WHEREAS, Registration at the polls occurs in every election (Office of the Secretary <br />of State); and <br />
