(PF3196) <br /> <br /> <br />The Council, at their meeting of March 27,2000, tabled consideration of this item to April 24, <br />2000, at which time a representative of Ramsey County is to be available to discuss the <br />recycling operation. (Mr. Dan So',er, Ramsey County Traffic Engineer, will be present to <br />discuss County plans for the site and the taxpayer cost savings for concrete recycling,) <br /> <br />1.0 Requested Action <br /> <br />1.1 Ramsey County and the City are requesting approval of an Interim Use Permit to allow <br />concrete recycling (crushing only) at their Kent Street Yard, 543 and 515 Larpenteur <br />A venue. The materiai would be used for road base for Larpenteur A venue. <br /> <br />1.2 This application is being requested on behalf of Ramsey County Public Works and the City <br />of Roseville Engineering Department as part of the joint reconstruction of Larpenteur <br />Avenue from Arona Street (Falcon Heights) to Oxford Street. <br /> <br />2,0 Background <br /> <br />2.1 In 1998 Ramsey County placed concrete rubble from the Larpenteur Avenue <br />reconstruction project at the Kent Street Yard in anticipation of using the crushed <br />material (and mixing of new concrete) for future Larpenteur A venue reconstruction <br />projects. <br /> <br />2.2 The County applied for an Interim Use Permit that was subsequently denied by the <br />Roseville City Council due to objections raised by adjoining neighbors. The City, at that <br />time, had no experience with on-site crushing operations. <br /> <br />2.3 Section 1012.09 provides the City with guidelines for considering Interim Use Permits. <br />Specifically the code states: <br /> <br />A. (Section 1012.09A) Authorized By City Council: The City Council may authorize an <br />Interim Use Permit of property. Interim use might not be consistent with the land <br />uses designated on the adopted Land Use Plan.
