<br />B. (Section 1012.09B) Conditions for Interim Use: The City Council may attach <br />conditions to interim use permits. In reviewing interim use permit applications, the <br />City will establish a specific date or event that will terminate the use on the property. <br /> <br />The City Council also determines whether the approval of the interim use does not <br />result in adverse effects on the public health, safety and general welfare, and that it <br />will not impose additional costs on the public if it is necessary for the public to take - <br />the property in the future. <br /> <br />C. (Section 1012.09C) Application: Applications for interim use shall be processed in <br />the same manner as a conditional use permits established in Section 1013.01 of this <br />title <br /> <br />2.4 The County's Kent Street site is one of the most remote properties in the City of <br />Roseville. Although zoned Single Family Residential, the concrete recycling (crushing) <br />operation is proposed to be placed approximately 1000 feet from any Roseville residence <br />and 300 feet from any Saint Paul residence. <br /> <br />2.5 The Planning Commission and City Council may recommend any condition deemed <br />necessary to protect the interests of the neighborhood as it relates to meeting the criteria <br />stipulated in Section 1013.01.D of the Roseville Zoning Ordinance. Specifically, interim <br />use permits are considered using the same criteria as conditional use permits. The <br />criteria is as follows: impact of parking; impact on parks, streets, and other public <br />facilities; compatibility of site plan, internal traffic circulation, landscaping, and <br />structures with contiguous properties; impact of the use on the market value of <br />contiguous properties; impact on the general public health, safety, and welfare; <br />compatibility with the City's Comprehensive Plan. <br /> <br />3.0 Staff Comments <br /> <br />3.1 Ramsey County has used the Kent Street site for pubHc works activities for many years. <br />Originally the site was developed as a sand and gravel pit. <br /> <br />-- <br /> <br />- <br />3.2 <br /> <br />, Inthe summer of 1999 MnlDot, as a part ofthe Da\e Street,Bridge project, crushed concrete <br />on the Trunk Highway 36 right-of-way immediately adjacent (150 feet) to single family <br />homes. Mn/Dot did not seek any specific approval from the City for this operation, and <br />treated the activity as a normal part of the bridge construction project. The three to four <br />week crushing operation was limited to daylight hours and dust was carefully controlled. <br />While the crushing may have had an impact on the adjacent residential homes, neither <br />Mn/Dot nor the City received complaints. <br /> <br />- <br /> <br />- 3.3 As a first ring suburban community, Roseville will increasingly need to replace its aging <br />infrastructure. Such ongoing construction needs to balance impacts of needed improvements - <br />_ ' - _ ,and repairs with taxpayer cost.
