B. (Section 1012.09B) Conditions for Interim Use: The City Council may attach conditions to interim use permits. In reviewing interim use permit applications, the City will establish a specific date or event that will terminate the use on the property. The City Council also determines whether the approval of the interim use does not result in adverse effects on the public health, safety and general welfare, and that it will not impose additional costs on the public if it is necessary for the public to take - the property in the future. C. (Section 1012.09C) Application: Applications for interim use shall be processed in the same manner as a conditional use permits established in Section 1013.01 of this title 2.4 The County's Kent Street site is one of the most remote properties in the City of Roseville. Although zoned Single Family Residential, the concrete recycling (crushing) operation is proposed to be placed approximately 1000 feet from any Roseville residence and 300 feet from any Saint Paul residence. 2.5 The Planning Commission and City Council may recommend any condition deemed necessary to protect the interests of the neighborhood as it relates to meeting the criteria stipulated in Section 1013.01.D of the Roseville Zoning Ordinance. Specifically, interim use permits are considered using the same criteria as conditional use permits. The criteria is as follows: impact of parking; impact on parks, streets, and other public facilities; compatibility of site plan, internal traffic circulation, landscaping, and structures with contiguous properties; impact of the use on the market value of contiguous properties; impact on the general public health, safety, and welfare; compatibility with the City's Comprehensive Plan. 3.0 Staff Comments 3.1 Ramsey County has used the Kent Street site for pubHc works activities for many years. Originally the site was developed as a sand and gravel pit. -- - 3.2 , Inthe summer of 1999 MnlDot, as a part ofthe Da\e Street,Bridge project, crushed concrete on the Trunk Highway 36 right-of-way immediately adjacent (150 feet) to single family homes. Mn/Dot did not seek any specific approval from the City for this operation, and treated the activity as a normal part of the bridge construction project. The three to four week crushing operation was limited to daylight hours and dust was carefully controlled. While the crushing may have had an impact on the adjacent residential homes, neither Mn/Dot nor the City received complaints. - - 3.3 As a first ring suburban community, Roseville will increasingly need to replace its aging infrastructure. Such ongoing construction needs to balance impacts of needed improvements - _ ' - _ ,and repairs with taxpayer cost.
