<br />3.4 The site will be used for concrete crushing only (not concrete production) and the crushed <br />material will be reused in Larpenteur A venue as an aggregate base. <br /> <br />3.5 The City may limit the hours of operation and duration ofthe concrete recycling operation to <br />minimizing noise impact on adjacent neighborhoods. <br /> <br />3.6 The City may require dust control and watering measures to reduce infiltration and impact <br />on adjacent neighbors. <br /> <br />3.7 The City may require specific truck driving patterns of delivery and removal to reduce noise. <br /> <br />4.0 Staff Comments and Findings <br /> <br />4.1 The operation of a temporary crushing operation reduces the amount of new material that <br />must be brought to the site by 50% and the corresponding amount oflong distance trucking <br />that must traverse the City. <br /> <br />4.2 The trucking will not cause excessive (beyond normal construction) noise or safety issues. <br />Vehicle circulation plans will require trucks to pull up to the site in a circular pattern, <br />reducing the backing and "beeping" noises. The activity is located within a recognized and <br />maintained County public works activity arta. Road construction activity is exempt from <br />MPCA noise standards. (The County will provide sound/noise measurement reports of the <br />operation as requested by the City.) <br /> <br />4.3 In an effort to ascertain the noise impacts of this operation, Ramsey County has obtained <br />sound level measurements of a concrete recycling operation at a gravel pit in South Saint <br />Paul. Based on the readings taken at this site, projected sound levels were calculated for the <br />Kent Street site. Four separate receptor sites were utilized for these projections (497 Wagner <br />Street, 512 Glenwood Avenue, Ramsey County Women's Detention Center, and corner of <br />Mackubin and Larpenteur). The projected sound levels in decibels (dB) range from 57.6dB <br />to -64.6dB for the concrete. recycling activIties. For comparison purposes, the measured <br />sound levels for the tub grinder (taken during the demonstration on 1/17/98) range from <br />60.1dB to 72.4dB; and the measured weekday background sound levels (taken on 1/30/98 <br />and 2/4/98) range from 54.7dB to 68.4dB. The MPCA daytime residential standard is 60dB. <br />Sound levels for other uses include 62dB to 65dB for background interstate traffic noise, <br />105dB to llOdB for a rock concert, and llOdB to 120dB for a jet airplane. <br /> <br />4.4 The recycling of materials and operation will reduce the taxpayer cost of reconstruction of <br />streets used by Roseville residents. <br /> <br />4.5 As a condition of the Interim Use Permit, the County must provide property dust control <br />through screening and wetting the material, as well as erosion control. <br /> <br />PF3196 - RPCA (042400) -Page 3 of 5 <br />
