<br />B. (Section 1012.09B) Conditions for Interim Use: The City Council may attach <br />conditions to interim use permits, In reviewing interim use permit <br />applications, the City will establish a specific date or event that will terminate <br />the use on the property. <br /> <br />The City Council also determines whether the approval of the interim use <br />does not result in adverse effects on the public health, safety and general <br />welfare, and that it will not impose additional costs on the public if it is <br />necessary for the public to take the property in the future. <br /> <br />C. (Section 1012.09C) Application: Applications for interim use shall be <br />processed in the same manner as a conditional use permits established in <br />Section 1013.01 of this title <br /> <br />2.4 The County's Kent Street site is one of the most remote properties in the City of <br />Roseville. Although zoned Single Family Residential, the concrete recycling <br />(crushing) operation is proposed to be placed approximately 1000 feet from any <br />Roseville residence and 300 feet from any Saint Paul residence. <br /> <br />2.5 The Planning Commission and City Council may recommend any condition <br />deemed necessary to protect the interests of the neighborhood as it relates to <br />meeting the criteria stipulated in Section 1013.01.D of the Roseville Zoning <br />Ordinance. Specifically, interim use permits are considered using the same <br />criteria as conditional use permits. The criteria is as follows: impact of parking; <br />impact on parks, streets, and other public facilities; compatibility of site plan, <br />internal traffic circulation, landscaping, and structures with contiguous <br />properties; impact of the use on the market value of contiguous properties; <br />impact on the general public health, safety, and welfare; compatibility with the <br />City's Comprehensive Plan. <br /> <br />3.0 Staff Comments <br /> <br />3.1 Ramsey County has used the Kent Street site for public works activities for many <br />years. Originally the site was developed as a sand and gravel pit. <br /> <br />3.2 In the summer of 1999 Mn/Dot, as a part of the Dale Street Bridge project, crushed <br />concrete on the Trunk Highway 36 right-of-way immediately adjacent (150 feet) to <br />single family homes. Mn/Dot did not seek any specific approval from the City for <br />this operation, and treated the activity as a normal part of the bridge construction <br />project. The three to four week crushing operation was limited to daylight hours <br />and dust was carefully controlled. While the crushing may have had an impact on <br />the adjacent residential homes, neither Mn/Dot nor the City received complaints. <br /> <br />PF3196 - RPCA (032700) - Page 2 of 5 <br />
