<br />3.3 As a first ring suburban community, Roseville will increasingly need to replace its <br />aging infrastructure. Such ongoing construction needs to balance impacts of needed <br />improvements and repairs with taxpayer cost. There is a significant cost and <br />trucking savings by recycling material on or near the site of the reconstruction. <br /> <br />3.4 The site will be used only for concrete crushing (not concrete production) and the <br />crushed material will be reused in Larpenteur Avenue as an aggregate base. <br /> <br />3.5 The City may limit the hours of operation and duration of the concrete recycling <br />operation to minimizing noise impact on adjacent neighborhoods. <br /> <br />3.6 The City may require dust control and watering measures to reduce infiltration and <br />impact on adjacent neighbors. <br /> <br />3.7 The City may require specific truck driving patterns of delivery and removal to <br />reduce noise. <br /> <br />4.0 Staff Findings and Recommendation <br /> <br />4.1 The operation of a temporary crushing operation reduces the amount of new <br />material that must be brought to the site by 50% and the amount of long distance <br />trucking that must traverse the City. <br /> <br />4.2 The trucking will not cause excessive (beyond normal construction) noise or safety <br />issues. The activity is located within a recognized and maintained County public <br />works activity area. Road construction activity is exempt from MPCA noise <br />standards, <br /> <br />4.3 In an effort to ascertain the noise impacts of this operation, Ramsey County has <br />obtained sound level measurements of a concrete recycling operation at a gravel pit <br />in South Saint Paul. Based on the readings taken at this site, projected sound levels <br />were calculated for the Kent Street site. Four separate receptor sites were utilized <br />for these projections (497 Wagner Street, 512 Glenwood Avenue, Ramsey County <br />Women's Detention Center, and corner of Mackubin and Larpenteur). The <br />projected sound levels in decibels (dB) range from 57.6dB to 64.6dB for the concrete <br />recycling activities. For comparison purposes, the measured sound levels for the <br />tub grinder (taken during the demonstration on 1/17/98) range from 60.1dB to <br />72.4dB; and the measured weekday background sound levels (taken on 1/30/98 and <br />2/4/98) range from 54.7dB to 68.4dB. The MPCA daytime residential standard is <br />60dB. Sound levels for other uses include 62dB to 65dB for background interstate <br />traffic noise, 105dB to nOdB for a rock concert, and nOdB to 120dB for a jet airplane. <br /> <br />PF3196 - RPCA (032700) - Page 3 of 5 <br />
