(PF3196) Manager Approved: Item Description: 1.0 Requested Action 1.1 Ramsey County and the City are requesting consideration for an Interim Use Permit to allow concrete recycling (crushing) at their Kent Street Yard, 543 and 515 Larpenteur Avenue. 1.2 This application is being requested on behalf of Ramsey County Public Works and the City of Roseville Engineering Department in association with the joint reconstruction of Larpenteur Avenue from Arona Street (Falcon Heights) to Oxford Street. 2.0 Background 2.1 In 1998 Ramsey County placed concrete rubble from the Larpenteur A venue reconstruction project at the Kent Street Yard in anticipation of using the crushed material on future Larpenteur Avenue reconstruction projects. 2.2 The County applied for an Interim Use Permit that was subsequently denied by the Roseville City Council due to objections raised by adjoining neighbors. The City, at that time had no experience with on-site crushing operations. 2.3 Section 1012.09 provides the City with guidelines for considering Interim Use Permits. Specifically the code states: A. (Section 1012.09A) Authorized By City Council: The City Council may authorize an Interim Use Permit of property. Interim use might not be consistent with the land uses designated on the adopted Land Use Plan. They may also fail to meet all of the zoning standards established for the district within which it is located. B. (Section 1012.09B) Conditions For Interim Use: The City Council may attach conditions to interim use permits.
