<br />The Council will also determine that the approval of the interim use would not result <br />in adverse effects on the public health, safety and general welfare, and that it will not <br />impose additional costs on the public if it is necessary for the public to take the <br />property in the future. <br /> <br />C. (Section 1012.09C) Application: Applications for interim use shall be processed in <br />the same manner as a conditional use permits established in Section 1013.01 of this <br />title <br /> <br />2.4 The County's Kent Street site is one of the most remote properties in the City of <br />Roseville. Although zoned Single Family Residential, the concrete recycling (crushing) <br />operation is proposed to be placed approximately 1000 feet from any Roseville residence <br />and 300 feet from any Saint Paul residence. <br /> <br />2.5 The Planning Commission may recommend any condition deemed necessary to protect <br />the interests of the neighborhood as it related to meeting the criteria stipulated in Section <br />1013.01.D ofthe Roseville Zoning Ordinance. Specifically, interim use permits are <br />considered using the same criteria as conditional use permits. The criteria are as follows: <br />impact of parking; impact on parks, streets, and other public facilities; compatibility of <br />site plan, internal traffic circulation, landscaping, and structures with contiguous <br />properties; impact of the use on the market value of contiguous properties; impact on the <br />general public health, safety, and welfare; compatibility with the City's Comprehensive <br />Plan. <br /> <br />3,0 Staff Comments <br /> <br />3.1 Ramsey County has used the Kent Street site for public works activities for many years. <br />Originally the site was developed as a sand and gravel pit. <br /> <br />3.2 In the summer of 1999 MnlDot, as a part of the Dale Street Bridge project, crushed concrete <br />on the Trunk Highway 36 right-of-way immediately adjacent (150 feet) to single family <br />homes. MnlDot did not seek any specific approval from the City for this operation, and <br />treated the activity as a normal part of the bridge construction project. The three to four <br />week crushing operation was limited to daylight hours and dust was carefully controlled. <br />While the crushing may have had an impact on the adjacent residential homes, neither <br />MnlDot nor the City received complaints. <br /> <br />3.3 As a first ring suburban community, Roseville will increasingly need to replace its aging <br />infrastructure. Such ongoing construction needs to balance impacts of needed improvements <br />and repairs with taxpayer cost. There is a significant cost and trucking savings by recycling <br />material on or near the site of the reconstruction. <br /> <br />3.4 The site will be used only for concrete crushing (not concrete production) and the crushed <br />material will be reused in Larpenteur A venue as an aggregate base. <br /> <br />PF3196 - RPCA (030800) - Page 2 of 4 <br />
