3.5 The City can limit the hours of operation and duration of the concrete recycling operation to minimizing noise impact on adjacent neighborhoods. 3.6 The City can require dust control and watering measures to reduce infiltration and impact on adjacent neighbors. 3.7 The City can require specific truck driving patterns of delivery and removal to reduce noise. 4.0 Staff Findings and Recommendation 4.1 The operation of a temporary crushing operation reduces the amount of new material that must be brought to the site by 50%. 4.2 The trucking will not cause excessive (beyond normal construction) noise or safety issues. The activity is located within a recognized and maintained County public works activity area. 4.3 The operation will reduce the cost of construction of streets used by Roseville residents. 4.4 In an effort to ascertain the noise impacts of this operation, Ramsey County has obtained sound level measurements of a concrete recycling operation at a gravel pit in South Saint Paul. Based on the readings taken at this site, projected sound levels were calculated for the Kent Street site. Four separate receptor sites were utilized for these projections (497 Wagner Street, 512 Glenwood Avenue, Ramsey County Women's Detention Center, and comer of Mackubin and Larpenteur). The projected sound levels in decibels (dB) range from 57.6dB to 64.6dB for the concrete recycling activities. For comparison purposes, the measured sound levels for the tub grinder (taken during the demonstration on 1/17/98) range from 60.1dB to 72.4dB; and the measured weekday background sound levels (taken on 1/30/98 and 2/4/98) range from 54.7dB to 68.4dB. The MPCA daytime residential standard is 60bB. Sound levels for other uses include 62dB to 65dB for background interstate traffic noise, 105dB to 110dB for a rock concert, and 110dB to 120dB for ajet airplane. 4.5 As a condition of the conditional use permit, the County must provide property dust control through screening and wetting the material, as well as erosion control. 4.6 The requested permit is to allow concrete recycling for two phases of the Larpenteur A venue reconstruction project. Phase One from Arona Street to Oxford Street in 2000. Phase Two from Oxford Street to Dale Street in 200 I. The request is to allow concrete recycling a maximum of 15 working days in each year. Crushing operations would be limited to 8:00 a.m. to 5:00 p.m. Monday to Friday. 4.7 Based on the findings and conditions listed in Section 4 of this report, staff recommends approval of the interim use permit to allow Ramsey County to operate a crushing operation.
