<br />2003 ANNUAL REPORT <br />for the RAMSEY COUNTY HOUSEHOLD HAZARDOUS WASTE (HHW) <br />SEASONAL COLLECTION SITE IN ROSEVILLE <br />at KENT STREET (near LARPENTEUR AVE,) <br /> <br />Ramsey County's seasonal HHW collection site on Kent St, near Larpenteur Ave. is designed to <br />provide convenient access to those residents of Roseville and surrounding communities who <br />seek to properly manage their unusable or unwanted hazardous household products. This <br />report provides a descriptive response to several conditions of the current interim use permit, <br />which expires in May of 2006, <br /> <br />Permit condition #1: The interim use permit be extended for five years, with Ramsey <br />County reporting annually to the Planning Commission and City Council, <br /> <br />Site Description. The seasonal HHW site in Roseville is located on County-owned property <br />east of Kent Street and just north of Larpenteur Avenue, and has operated under a City <br />interim use permit since 1992. The site consists of a 18-foot by 38-foot reinforced concrete <br />slab surrounded by an asphalt apron. The slab is sealed with an epoxy coating and <br />designed for spill containment. Security gates are located near the site entrance and exit <br />along Kent St, An earthen berm borders the site to the south and east. <br /> <br />Operations. During 2003 the Roseville HHW satellite site was open on four Fridays and four <br />Saturdays during June, from June 6th through June 28th. Site hours were Fridays from 10 am <br />until 6 pm, and Saturdays from 9 am until 4 pm. Bay West, Inc. operated the site pursuant <br />to a contractual agreement with Ramsey County, the Roseville permit, and an operations <br />manual written by the Minnesota Pollution Control Agency. Bay West staff are trained to <br />respond to spills and other emergencies, and must notify the Saint Paul - Ramsey County <br />Department of Public Health, Environmental Health Section, in the event of any site <br />emergency or unscheduled closure, The City of Roseville Fire Marshal and Police Chief each <br />received a copy of the site emergency contingency plan prior to the site opening. <br /> <br />Participants were instructed to position vehicles over the concrete slab and to turn off the <br />engine so as to allow safe and easy removal of waste by Bay West technicians. Waste <br />containers were placed directly into plastic tubs, and then into drums or other containers <br />inside Bay West's waste hauling vehicle, Gasoline and similar solvents were poured into a <br />55-gallon drum on site, At the end of each operating day, all waste was hauled to Bay <br />West's facility in Saint Paul (at 5 Empire Drive, just north of the State Capitol) for further <br />processing. <br /> <br />St)ills. To help ensure safe site operations, staff from the Environmental Health Section <br />conducted regular site visits during the 2003 operating period, These visits included <br />assessments of waste handling practices, materials and procedures for spill control and <br />cleanup, and a review of the site safety plan, The presence of trained and experienced staff <br />and use of numerous safety precautions (e.g., using plastic tubs as secondary containment) <br />have resulted in safe and efficient handling of hazardous material on site, The visits <br />indicated that Bay West continues to operate the site in a safe and satisfactory manner. <br /> <br />Site Use, Due to budget reductions for County and State programs, the County did not <br />aggressively promote the HHW site to residents in the City of Roseville and nearby <br />communities as it had the previous two years with direct mail notices. This scaled back <br />promotional effort yielded significantly fewer HHW participants at the Roseville HHW site <br />than each of the previous two years.
