City and <br />County staff agreed at that time that there was no need to conduct soil sampling, and that <br />the terms of the permit condition would be fulfilled by the County's site inspection program <br />and County reporting to the City on site usage each year. <br /> <br />Permit condition #3: If changes occur in the operator, operations or uses, they must be <br />reviewed and approved by the City, <br /> <br />There were no changes in operations or uses at the Roseville seasonal collection site during <br />2003. <br /> <br />Permit condition #4: The site must be monitored and maintained during the entire year, and <br />existing interim. use permit conditions, which have not been amended, still apply, <br /> <br />In addition to the site monitoring and inspection program described above, the <br />Environmental Health Section has developed a year-round site observation program that <br />utilizes personnel from the County Public Works Department, Public Health Department, <br />and the Woodview detention facility on Kent St. Staff from Public Works and Woodview <br />routinely drive by the site as part of their regular duties, and have been asked to notify the <br />Environmental Health Section if site maintenance is needed. Staff from the Environmental <br />Health Section also periodically drive by the site, Also, gates at the site entrance and exit <br />drives are locked year-round to discourage unauthorized access, <br /> <br />Permit condition #5: Site signage is approved subject to staff approval with notations of a <br />hot line for citizen call-ins when something unusual occurs. <br /> <br />Signs that include the telephone number for the Environmental Health Section are posted <br />year-round on the entrance and exit gates at the site. <br /> <br />For a period of approximately 30 days following the last day of collection at the site in June <br />of 2003, a "Site Closed" sign was posted near the site entrance gate for display. The <br />signpost included a brochure dispenser with flyers promoting the 2003 HHW operating <br />schedule, and information on the County's year-round HHW collection site located about <br />two miles from the Roseville site, at 5 Empire Drive (between Rice and Jackson Streets, just <br />north of the State Capitol) in Saint Paul. <br /> <br />Page 2 of 2 <br /> <br />- '__-- .~. .__111. .,..- -~. ---- <br />
