<br />"../ <br /> <br />REQUEST FOR PLANNING COMMISSION ACTION <br /> <br />DATE: 04/12/00 <br />ITEM NO: 6A <br /> <br />Department Approval: Manager Approved: Agenda Section: <br />~ PUBLIC HEARINGS <br /> <br />Item Description: Hamline Shopping Center Concept PUD Request by Kraus-Anderson, <br />2797 to 2833 HamlineAvenue North (P.F.3199) <br /> <br />1.0 REQUESTED ACTION <br /> <br />1.1 Kraus-Anderson Realty on behalf of Engelsma Limited Partnership LLP, seeks <br />CONCEPT approval of a Business Planned Unit Development (B-PUD) in order to <br />redevelop the existing Hamline Shopping Center facility located at 2799 to 2833 Hamline <br />Avenue North. The proposal requires a rezoning from "SC" (Shopping Center District) <br />to B-PUD (Business Planned Unit Development) with an underlying zoning of B-2 <br />(Retail Business District). <br /> <br />1.2 The Roseville Zoning Ordinance does not have a specific district that works well with <br />mixes of business (retail and office) and institutional uses such as K-8 charter school, <br />daycare, church, and charitable gambling-bingo). Given this and based on the Kraus- <br />Anderson development proposal, staff has selected the Retail Business District (B-2) as <br />the underlying zone for the PUD. Staff concluded the requirements of the B-2 District <br />provided greater compatibility with the existing uses, structures, and multi-family <br />neighborhood. <br /> <br />1.3 The proposal calls for the renovation of portions of the existing Hamline Shopping Center <br />structure and introduction of charter school (K-8) and day care uses along the west side of <br />the existing building and charitable gambling-bingo within the space previously occupied <br />by a grocery store. The renovation of the structure is proposed to be primarily internal - <br />no significant expansion of the building footprint is proposed. Driveways and parking <br />within existing parking lot will remain. Access will be provided from Hamline A venue, <br />Centennial Drive, and Terrace Drive. <br /> <br />1.4 A planned unit development (PUD) is a zoning district which may include single or <br />mixed uses, one or more lots or parcels, and is intended to create a more flexible, <br />creative, efficient approach to the use of land. Because of the flexibility it offers, <br />Roseville has used PUD's as the primary zoning tool in redevelopment projects. In <br />considering proposed planned unit developments, the City considers all standards and <br />purposes of the Comprehensive Land Use Plan to achieve a maximum coordination <br />between the proposed development and the surrounding uses of ponding, and wetlands, <br />and the protection of health, safety and welfare of the community. <br /> <br />The process also allows the City to consider the internal uses and location of the <br /> <br />PF3199 - RPCA (04/12/00) - Page I of 5 <br /> <br />_()o <br />'V\'\d-- <br />
