<br />fF~~ <br /> <br />REQUEST FOR CITY COUNCIL ACTION <br /> <br />DATE: 03/27/00 <br />ITEM NO: H-l <br /> <br /> <br />Ma a er Approved: Agenda Section: <br />/) H'ea:rings <br />Hearing for Property Abatement: 1661 StandbridgeA venue (PF3200) <br /> <br /> <br />1.0 BACKGROUND <br /> <br />1.1 Periodically the Community Development staff reviews Code violations relating to property <br />maintenance to determine whether there are properties in disrepair for more than 1 year. The staff <br />spends time attempting to gain compliance during the year on these properties. Generally they <br />have not met the Code because the owner has been unable (physically or financially) or unwilling <br />to comply with the Code. Property abatement is one remedy. It allows the City to order <br />corrections and assess the property for the work. This process has been used in previous years to <br />secure buildings from vandals and weather, clean up buildings, paint and/or restore siding, plug <br />rodent holes, repair windows, and fix failing garage roofs and doors. <br /> <br />1.2 The staff attempts to work with property owners to bring the structure into compliance (and <br />continues to encourage property owners to repair properties up to the time of a Council hearing). <br />The hearing is an opportunity for the property owners to address the property repair issues, <br />estimated costs of repair, and suggest alternatives to the abatement process. The process is <br />attached for each property. <br /> <br />1.3 The City goals within the comprehensive plan are protect and improve property values (Goals <br />3,4, and 5; page 6 and 7, Section 3) and to adhere to performance standards which protect the <br />integrity of the housing units and the neighborhood (Policy 6, page 8, Section 3). <br /> <br />1.4 Existing Conditions: <br /> <br />o The home is occupied. <br /> <br />o Code compliance items on the house include: <br /> <br />./ Entire roof is failing; <br />./ Rotted soffits, facia, window and door trim; <br />./ Chipped, peeling paint over entire structure; <br />./ Broken porch door; <br />./ Broken windows and tom screens. <br /> <br />o Code compliance items on accessory buildings (3) include: <br /> <br />./ Doors missing <br />./ Rotted wood trim <br />./ Chipped, peeling paint. <br />./ Debris inside each. <br />1 <br />
