REQUEST FOR CITY COUNCIL ACTION

DATE: 03/27/00
ITEM NO: H-2

Agenda Section:
Eea~ings
. ~. . -- ....,

Hearing for Property Abatement: 2012 Snelling Avenue(PF3200)

1.0 BACKGROUND

1.1 Periodically the Community Development staff reviews Code violations relating to
property maintenance to determine whether there are properties in disrepair for more than
1 year. The staff spends time attempting to gain compliance during the year on these
properties. Generally they have not met the Code because the owner has been unable
(physically or financially) or unwilling to comply with the Code. Property abatement is
one remedy. It allows the City to order corrections and assess the property for the work.
This process has been used in previous years to secure buildings from vandals and
weather, clean up buildings, paint and/or restore siding, plug rodent holes, repair
windows, and fix failing garage roofs and doors.

1.2 The staff attempts to work with property owners to bring the structure into compliance
(and continues to encourage property owners to repair properties up to the time of a
Council hearing). The hearing is an opportunity for the property owners to address the
property repair issues, estimated costs of repair, and suggest alternatives to the abatement
process. The process is attached for each property.

1.3 The City goals within the comprehensive plan are protect and improve property values
(Goals 3, 4, and 5; page 6 and 7, Section 3) and to adhere to performance standards
which protect the integrity of the housing units and the neighborhood (Policy 6, page 8,
Section 3).

1.4 Existing Conditions:

o The house is vacant and without heat.

o Code compliance items on the house include:

./ Rotted trim boards;
./ Chipped, peeling paint on siding, doors, windows and trim;
./ Deck construction incomplete;
./ Rear stairway missing;
./ Front stoop broken.

o Code compliance items on the garage include:

./ Rotted siding and trim;
./ Siding and trim with chipped, peeling paint.

1
