<br />3.7 There are no City poles or private multi-tenant poles in this area of the community. <br /> <br />3.8 The proposed location of the monopole and supporting equipment cabinets meet the required <br />setback of 30 feet from property line. <br /> <br />3.9 Conditions may be attached to the CUP that would mitigate the impact on adjacent properties <br />including such items as increased setbacks from property lines, landscape screening, architectural <br />color and design/materials details, drainage provisions, and limiting additional exterior storage. <br /> <br />4.0 STAFF RECOMMENDATION <br /> <br />4.1 The staff recommends approval of the conditional use permit to allow construction of a 67 foot <br />monopole tower and associated equipment area for the purpose of providing wireless <br />communication services, based on the findings in Section 3 and with the conditions listed in <br />Section 4 of this report. <br /> <br />5.0 CONDITIONS OF APPROVAL <br /> <br />5.1 The maximum height above grade at the monopole base shall be 67 feet. One antenna at the size <br />specified in the application may be installed on the monopole. <br /> <br />5.2 A prefabricated set of equipment cabinets may be installed near the base of the monopole. All <br />utility wires or lines leading to the monopole shall be buried. <br /> <br />5.3 The area surrounding the ground equipment should be used to screen the equipment cabinets from <br />view. Specifically, plant material should be installed on the north, west, and south sides of the <br />equipment area having a minimum height of five feet (except accent shrubs); 75% of this plant <br />screen should be coniferous. A complete landscape plan must be prepared as part of the building <br />permit application and approved by the City prior to issuance of the building permit. <br /> <br />5.4 The monopole is to be limited to the single user/applicant (US West Wireless). Future antenna <br />additions will require a revised CUP. <br /> <br />5.5 The monopole shall not be lighted. Electric and phone wires serving the equipment and monopole <br />shall be buried. The reinstalled parking lot light shall serve as security lighting. <br /> <br />5.6 The 67 foot tall monopole and supporting equipment shall be completely removed from the site by <br />the applicant (US West Wireless) after operations cease; the equipment is damaged or unsafe as <br />determined by the Roseville Building Official; the CUP elapses or is determined to be in violation <br />by the Community Development Director. The City may require the applicant (US West <br />Wireless) to post a bond to assure timely removal of the monopole and supporting equipment. <br /> <br />5.7 Parking of maintenance vehicles shall occur in an off-street parking space directly adjacent to the <br />monopole location. <br /> <br />PF3207 RCA (052200) - Page 3 of 4 <br />
