This decision indicated thatthe <br />Centre Pointe Business development did not have. the "potential for significant <br />environmental effects", The intent of this letter is to assure theCityofRoseville that the <br />proposed development of Lot 4, Block 1 ofthe Centre Point Business will be in <br />accordance with the ()riginal EA Wand' the anticipated changes in land use will result in <br />no potential for signifi~ant environmental effects. Substantially, the context of this letter <br />will focus on the "Scoping Decision" section of the original EA. W. <br /> <br />Traffic Analysis <br />A traffic study was conducted as part of the original EA W for the Qentre Point Business <br />Park. The study concluded that Cleveland Avenue could effectively accommod~te t~e <br />traffic generated by the developed Business Park. The original development did not <br />assume a development such as the proposed hotel site. <br /> <br />RLK has reviewed the original traffic study prepared by BR W. The following is a <br />comparison of the proposed Centre Pointe Business Park development with the BRW <br />base line traffic study conducted March 24, 1997 for Cleveland Avenue. Attached are <br />tables that compare the BR W traffic generation estimates to the proposed hotel <br />development. <br /> <br />Proposed changes that differ ITom the BRW study include; an increase in General Office <br />space, elimination of the Showroom/Warehouse use, a decrease in the size of the <br /> <br />Offices: Hibbing .
