This feature will provide distinctive and value . <br />enhancing amenities for the project. <br /> <br />ENVIRONMENTAL IMPACTSIENVIRO~NTAL ASESSMENT <br />WORKSHEET (EA W) . <br /> <br />In March of 1997, the City Council made a "negative declaration"on the EA W. This <br />decision thus indicated that the Centre Point Business Proposal does not have the <br />"potential for significant environmental effect" and that no additional environment <br />review is required. <br /> <br />The proposed ameq.dment to the overall PUD development package does not present a <br />substantial change in the originally proposed project and should not necessitate the , <br />preparation of an EAW. The ISP also indicates that design changes are permitted if the <br />design change doesI1;ot cause a "material adverse effect" on air quality. The following <br />analysis of traffic .impacts will indicate that no material adverse effects will result from <br />the proposed project and amendment changes. ' <br /> <br />TRANSPORTATIONrrRAFFIC IMPACTS <br /> <br />Following is a comparison ofthe proposed Centre Pointe Business Park development <br />with BRW base line traffic.study conducted March 24,1997 for Cleveland Avenue in <br />Roseville. Attached are tables that compare the BRW traffic generation estimates' to the <br />currently proposed Centre Pointe Business Park development. <br /> <br />The RLK traffic generation estimates were based on the following: <br />. Average-rates as listed in the ITE Trip Generation, 6th Edition for the 'High Turn Over <br />Restaurant' and-for 'Business Hotel'. , . " , <br />. Equation derived volumes from the equation as . listed in the ITE Trip Generation,' 6th . <br />Edition for the 'General Office' use. . <br />. The assumptions used by BRW were also used for the RLKestimates; (i.e. 100% <br />occupancy for hotel generation rates, and 10% reduction in trips due to internal trips <br />between mixed used on the site). <br /> <br />Proposed changes that differ from the BRW study includes an increase in General Office <br />space, elimination of the Showroom/Warehouse use, a decrease in the sizy,ofthe <br />restaurant and an additional hotel.
