<br />.' The proposed development has increased by 52,973 square feet compared to the <br />BRWevaluation. This is an increase of8.5%. <br />. The proposed development is expected to generate 6,823 daily trips. This represents <br />a decrease of 566 trips per day trom the BRW ~stimates for a decrease. of 7. 7%. <br />. The proposed development is expected to generate 824 PM peak hour trips. This <br />represents an increase of36 trips during the PM peak hour trom the BRW estimates <br />for an increase of 4.6%. <br /> <br />The BRW study volumes were used as the base line to measure the anticipated impacts <br />from increased traffic associated withthe development along this section of Cleveland <br />Avenue. Their study finding was, I1there are expected to be no significant traffic impacts <br />associated with the proposed Centre Pointe development. . The minor impacts identified <br />in this analysis are attributed to background conditions and would be expected to occur <br />with or without the Centre Pointe development. 11 <br /> <br />Since the proposed Centre Pointe Business Park development is expected to generate less <br />traffic than was estimated by BRW for this site, it is anticipated that the operation of the <br />surrounding intersections not change. . ' <br /> <br />As requested, the need,for a signal at the Lydia Avenue / Cleveland Avenue intersection <br />was reviewed for the possibility of a future signal need. The anticipated daily traffic <br />volumes after development were taken tromthe BRW report dated March 24, 1997 and <br />adjusted. The BRW report volumes were estimated for post development 2001 volumes. <br />Lydia Avenue PM peak hour volumes were indicated, these were assumed to be.1 0% of <br />the ADT for Lydia Avenue. The daily volumes listed below were reduced by 2% to <br />provide the 2000 ADT and expanded by 2% peryear (the anticipated annual growth for <br />highway traffic in this area) to reach the 2020 estimated traffic volumes. <br /> <br />Lydia Avenue <br />Cleveland Avenue <br /> <br />2000 ADT <br />2,009 <br />14,533 <br /> <br />2020 ADT <br />2,993 <br />21,684 <br /> <br />The Traffic Analysis Unit Report 390, for the Highway Capacity Manual has estimated <br />traffic volumes above which there is a 95% confidence level that traffic signal 'Yarrants <br />will be met.
