The process was difficult <br />because the church needed to acquire land to accommodate the expansion of its worship center. Although the <br />agreement between RLC and the City of Roseville is lengthy and multifaceted, in very simple terms, the church <br />purchased land at Co. Rd. B and Lexington Avenue and exchanged it for land in the adjacent Bruce Russel <br />Park. <br /> <br />Churches are permitted uses in the R-1 District. When the land was asembled, RLC constructed a 10,000 <br />square foot worship center (main level) which has a seating capacity of 850 people. That main worship center <br />was opened in 1996. The construction plans also included 3,700 square feet of balcony space along the north <br />and west sides. The balcony seating was deferred pending church growth. The site plan contained parking to <br />serve the entire expansion, but, one double row of parking (56 spaces) was not built until the balcony seating <br />was added. <br /> <br />NEED FOR EXPANSION <br /> <br />Roseville Lutheran Church hosts four worship services: 5:00 p.m. on Saturday, and 8:00, 9:30 and 11 :00 a.m. <br />on Sunday. The 9:30 a.m. and 11 :00 a.m. services are regularly at, or exceeding 80% capacity. This is the <br />point at which church planners say that visitors feel crowded and unwelcome. During these times the parking <br />lots and nearby on street parking is full. <br /> <br />The RLC Board has adopted a Long Range Ministry Plan that calls for adequate seating and parking to <br />provide a welcoming atmosphere for visitors. The Board recently voted to proceed with the Phase I( balcony <br />seating installation. <br /> <br />EXISTING PARKING SUMMARY <br /> <br />The church currently has 194 spaces in the main south lot and 82 spaces in the north lot, for a total of 276 <br /> <br />04/11/2000 <br />
