A "proof of parking" permit should be <br />considered, showing where future parking would be placed, if needed, and describing the <br />thresholds that would instigate the need for construction of additional parking on the Church <br />site. Such a permit could be reviewed annually by the City, after a neighborhood meeting. <br />Such thresholds might include an annual inventory of on-street Sunday parking use within 4 <br />blocks of the Church; an annual neighborhood meeting by the Church to determine if there <br />are issues; review of the number of tickets and/or accidents within 4 blocks of the Church on <br />Sunday mornings; painting of "no parking" curb lines in critical areas; monitoring parking <br />capacity for other events, especially weeknight social events. <br /> <br />4.0 Staff Recommendation <br /> <br />4.1 Based on the State Statute and City policy described above, and the fact that the site can be <br />put to a reasonable use under the terms of the existing City Code and that an alternative <br />plan is available, a variance does not adequately address the issues. Rather, using a <br />variance alternative, a "proof of parking" permit for the 25 spaces (as described in 3.4) <br />should be approved and recorded. To implement such a permit, the Council would be <br />requested to adopt a resolution with findings, parking thresholds, and construction <br />conditions.
