<br />/ <br /> <br />1 Excerpt of Minutes, Planning Commission meeting of May 10, 2000: <br />2 <br />3 6d. Planning File 3209: A request by Roseville Lutheran Church for a <br />4 variance from Section 1005.01Dp covering the off-street parking <br />5 requirements for churches. Roseville Lutheran Church currently <br />6 provides a ratio nof 3.1 off-street parking spaces. City Code <br />7 requires a ration of 3.5 off street parking spaces. The requested <br />8 variance is associated with the church's desire to add 300 balcony <br />9 seats in the Church located at 1215 Roselawn Avenue. <br />10 <br />II Chair Klausing opened the hearing and requested staff to provide a verbal <br />12 summary ofthe request as described in the project report dated May 10,2000. <br />13 Dennis Welsch provided background information and explained the <br />14 process. <br />15 <br />16 John Shardlow, DSU, representing Roseville Lutheran Church, explained <br />17 the original proposal and the parking (56 spaces) originally proposed. <br />18 The Church proposed 27 spaces adjacent to the tennis area and park. He <br />19 described the concepts and programs necessary to reduce paved surfaces. <br />20 He explained that the Church held a neighborhood meeting on May 1, <br />21 2000 in which there was support for preserving green spaces. The Church <br />22 will use vans, reduce family multi-car trips and designate families for on- <br />23 street parking. <br />24 <br />25 Mr. Shardlow noted that the Church would install the parking in the <br />26 future if needed or required. <br />27 <br />28 Member Mulder asked if a permit was required to add the parking spaces <br />29 (a building permit). No hearings are necessary. <br />30 <br />31 Chair Klausing asked if there was an expansion plan for the future of the <br />32 Church building (no). <br />33 <br />34 Member Cunningham asked if parking on the green space itself would be <br />35 permissible (no). There are many on-street parking spaces that go unused. <br />36 <br />37 Member Egli asked if there was a parking system for on-street parking, <br />38 more than one block from the Church. <br />39 <br />40 Chair Klausing asked if there were comments/questions from the public. <br />41 <br />42 Todd Kerkow, Roselawn Avenue,lives south of the Church, asked for <br />43 clarification. He commented on the Church ownership and retention of <br />44 green space, recommending adding no new spaces and retaining more <br />
