Planning File 3209: A request by Roseville Lutheran Church for a 4 variance from Section 1005.01Dp covering the off-street parking 5 requirements for churches. Roseville Lutheran Church currently 6 provides a ratio nof 3.1 off-street parking spaces. City Code 7 requires a ration of 3.5 off street parking spaces. The requested 8 variance is associated with the church's desire to add 300 balcony 9 seats in the Church located at 1215 Roselawn Avenue. 10 II Chair Klausing opened the hearing and requested staff to provide a verbal 12 summary ofthe request as described in the project report dated May 10,2000. 13 Dennis Welsch provided background information and explained the 14 process. 15 16 John Shardlow, DSU, representing Roseville Lutheran Church, explained 17 the original proposal and the parking (56 spaces) originally proposed. 18 The Church proposed 27 spaces adjacent to the tennis area and park. He 19 described the concepts and programs necessary to reduce paved surfaces. 20 He explained that the Church held a neighborhood meeting on May 1, 21 2000 in which there was support for preserving green spaces. The Church 22 will use vans, reduce family multi-car trips and designate families for on- 23 street parking. 24 25 Mr. Shardlow noted that the Church would install the parking in the 26 future if needed or required. 27 28 Member Mulder asked if a permit was required to add the parking spaces 29 (a building permit). No hearings are necessary. 30 31 Chair Klausing asked if there was an expansion plan for the future of the 32 Church building (no). 33 34 Member Cunningham asked if parking on the green space itself would be 35 permissible (no). There are many on-street parking spaces that go unused. 36 37 Member Egli asked if there was a parking system for on-street parking, 38 more than one block from the Church. 39 40 Chair Klausing asked if there were comments/questions from the public. 41 42 Todd Kerkow, Roselawn Avenue,lives south of the Church, asked for 43 clarification. He commented on the Church ownership and retention of 44 green space, recommending adding no new spaces and retaining more
