<br />1 of the ways of improving water quality and reducing man-made storage pond <br />2 needs is to reduce the needs for minimally used impervious surfaces. <br />3 <br />4 4) Because of the limited, but "surge" parking demand and the policy to reduce <br />5 pavement where possible, the Church should - as part of the record - supply <br />6 site plans for future on-site parking (if determined to be needed and required <br />7 by the City). Shuttle and shared ride management plans should be required. A <br />8 parking plan by the Church should also include nearby streets (within 4 <br />9 blocks), nearby intersections, adjacent driveways, and existing "higher <br />10 density" parking and valet areas. A "proof of parking" permit should be <br />11 considered, showing where future parking would be placed, if needed, and <br />12 describing the thresholds that would instigate the need for construction of <br />13 additional parking on the Church site. Such a permit could be reviewed <br />14 annually by the City, after a neighborhood meeting. Such thresholds might <br />15 include an annual inventory of on-street Sunday parking use within 4 blocks of <br />16 the Church; an annual neighborhood meeting by the Church to determine if <br />17 there are issues; review of the number of tickets and/or accidents within 4 <br />18 blocks of the Church on Sunday mornings; painting of "no parking" curb lines <br />19 in critical areas; monitoring parking capacity for other events, especially <br />20 weeknight social events. <br />21 <br />22 And further, that the variance be conditioned upon submission to the City <br />23 of a proof of parking plan. <br />24 <br />25 Ayes: 7 <br />26 Nays: 0 <br />27 <br />
