Roll Call <br />10 <br />11 <br /> Present: <br />Chair Dean Maschka; and Members Vicki Lee, Bill Majerus, and William Masche <br />12 <br />13 <br /> Excused: <br /> Members Jason Etten, Kelly Quam, and Susan Elkins <br />14 <br />15 <br />Staff Present: <br /> HRA Executive Director Jeanne Kelsey <br />16 <br />17 <br />3.Approval of Minutes <br />18 <br />19 <br />Motion: Member Majerus moved, seconded by Member Masche to approve the Regular HRA <br />20 <br />Meeting Minutes of July 28, 2014 as presented. <br />21 <br />22 <br />Ayes: 4 <br />23 <br />Nays: 0 <br />24 <br />Motion carried. <br />25 <br />26 <br />4.Announcements, Agenda Adjustments, Recognitions, Correspondence, and Comments <br />27 <br />Tonight’s agenda was approved by consensus. <br />28 <br />29 <br />5.Community/Citizen Comments <br />30 <br />None. <br />31 <br />32 <br />6.Consent Agenda <br />33 <br />Acting Executive Director Kelsey briefly reviewed Consent Agenda items; as detailed in the staff report <br />34 <br />and attachments dated July 28, 2014. <br />35 <br />36 <br />a.Acceptance of Housing Resource Center (HRC) Monthly Report for July 2014 <br />37 <br />b.2014 Abatements to-date <br />38 <br />c.2014 Foreclosure Map to-date <br />39 <br />40 <br />Discussion included an update from Ms. Kelsey regarding available loan funds for home <br />41 <br />improvement and multi-family rental program loans; with rental licensing inspections just now <br />42 <br />coming into some of the more challenging properties and creating the need to make sure <br />43 <br />resources are available to assist those properties in bringing properties up to code if applicable. <br />44 <br />45 <br />Chair Maschka reported on Code Enforcement Officer Don Munson’s report to the City <br />46 <br />Council at their meeting last night regarding rental inspections so far; with his opinion that <br />47 <br />they are going well, and he felt the educational approach was being well-received. Chair <br />48 <br />Maschka noted that Mr. Munson opined that the most common issues were safety-related, and <br />49 <br />owners seemed cooperative and inspection staff was being welcomed. However, Chair <br />50 <br />Maschka concurred with Mr. Munson’s observation that now that inspections are reaching into <br />51 <br />the more challenging multi-family rental properties in the community, it may become more <br />52 <br />problematic. Chair Maschka thanked staff again for the well-thought-out approach to this <br />53 <br />inspection process. <br />54 <br /> <br />
