HRA Meeting Minutes – Tuesday, August 19, 2014 Page 2 1 Ms. Kelsey advised that staff continued to receive compliments on the program and process; 2 with property owners most appreciative of the tiered system for property classes. 3 4 At the request of Member Majerus, Ms. Kelsey estimated that 2/3 of the inspections are 5 completed, with close to 500 units inspected in 90 different buildings – not properties - in the 6 community. Ms. Kelsey noted that staff estimated a total of 4,000 rental units in Roseville, 7 and hoped to inspect a minimum of half during each inspection cycle. 8 9 Chair Maschka opined that the HRA should be proud of the work being accomplished, and 10 also proud of its staff, including the structure of the ordinance that is working so well and has 11 proven to be a good approach. 12 13 Specific to Councilmember comments of the previous evening, Chair Maschka noted the 14 community’s and City Council’s appreciation of the approach used for Rice Street, and the 15 neighborhood’s expectations for a similar approach from with any future in the Terrace Drive 16 area. 17 18 Motion: Member Lee moved, seconded by Member Majerus to approve the Consent 19 Agenda as presented. 20 21 Ayes: 4 22 Nays: 0 23 Motion carried. 24 25 Public Hearings 7. 26 None. 27 28 Presentations 8. 29 None. 30 31 Action/Discussion Items 9. 32 33 a.1840 Hamline Avenue 34 As detailed in the staff report, Ms. Kelsey updated the HRA on the one remaining purchase 35 agreement for this parcel; and requested authorization to bring a development agreement 36 forward and publish notice for a public hearing related to a sale to Crandall Construction. 37 38 Discussion ensued regarding the process and negotiations between staff on behalf of the 39 HRA/City and the developer between now and the public hearing. 40 41 The applicant was present, but had no comments beyond staff’s update. 42 43 Motion: Member Majerus moved, seconded by Member Lee to authorize staff to bring 44 forward a development agreement and to publish notice for a public hearing regarding 45 the sale of 1840 Hamline Avenue to Crandall Construction. 46 47 Ayes: 4 48 Nays: 0 49 Motion carried. 50 51 b.2015 Preliminary Levy Request 52 Ms. Kelsey brought forward the proposed 2015 HRA Budget for Fund 723, and reviewed 53 programs in detail as part of the propped budget. Ms. Kelsey reported that, since the previous 54 HRA meeting, the Finance Subcommittee of the HRA had met to review and present the 55 proposed budget currently before the HRA, and detailed in the staff report.
