HRA Meeting <br />Minutes – Tuesday, August 19, 2014 <br />Page 2 <br />1 <br />Ms. Kelsey advised that staff continued to receive compliments on the program and process; <br />2 <br />with property owners most appreciative of the tiered system for property classes. <br />3 <br />4 <br />At the request of Member Majerus, Ms. Kelsey estimated that 2/3 of the inspections are <br />5 <br />completed, with close to 500 units inspected in 90 different buildings – not properties - in the <br />6 <br />community. Ms. Kelsey noted that staff estimated a total of 4,000 rental units in Roseville, <br />7 <br />and hoped to inspect a minimum of half during each inspection cycle. <br />8 <br />9 <br />Chair Maschka opined that the HRA should be proud of the work being accomplished, and <br />10 <br />also proud of its staff, including the structure of the ordinance that is working so well and has <br />11 <br />proven to be a good approach. <br />12 <br />13 <br />Specific to Councilmember comments of the previous evening, Chair Maschka noted the <br />14 <br />community’s and City Council’s appreciation of the approach used for Rice Street, and the <br />15 <br />neighborhood’s expectations for a similar approach from with any future in the Terrace Drive <br />16 <br />area. <br />17 <br />18 <br />Motion: Member Lee moved, seconded by Member Majerus to approve the Consent <br />19 <br />Agenda as presented. <br />20 <br />21 <br />Ayes: 4 <br />22 <br />Nays: 0 <br />23 <br />Motion carried. <br />24 <br />25 <br />Public Hearings <br />7. <br />26 <br />None. <br />27 <br />28 <br />Presentations <br />8. <br />29 <br />None. <br />30 <br />31 <br />Action/Discussion Items <br />9. <br />32 <br />33 <br />a.1840 Hamline Avenue <br />34 <br />As detailed in the staff report, Ms. Kelsey updated the HRA on the one remaining purchase <br />35 <br />agreement for this parcel; and requested authorization to bring a development agreement <br />36 <br />forward and publish notice for a public hearing related to a sale to Crandall Construction. <br />37 <br />38 <br />Discussion ensued regarding the process and negotiations between staff on behalf of the <br />39 <br />HRA/City and the developer between now and the public hearing. <br />40 <br />41 <br />The applicant was present, but had no comments beyond staff’s update. <br />42 <br />43 <br />Motion: Member Majerus moved, seconded by Member Lee to authorize staff to bring <br />44 <br />forward a development agreement and to publish notice for a public hearing regarding <br />45 <br />the sale of 1840 Hamline Avenue to Crandall Construction. <br />46 <br />47 <br />Ayes: 4 <br />48 <br />Nays: 0 <br />49 <br />Motion carried. <br />50 <br />51 <br />b.2015 Preliminary Levy Request <br />52 <br />Ms. Kelsey brought forward the proposed 2015 HRA Budget for Fund 723, and reviewed <br />53 <br />programs in detail as part of the propped budget. Ms. Kelsey reported that, since the previous <br />54 <br />HRA meeting, the Finance Subcommittee of the HRA had met to review and present the <br />55 <br />proposed budget currently before the HRA, and detailed in the staff report. <br /> <br />
